Job Summary: The incumbent will assist in providing all procurement support for the Pharmacy Service within VA Maryland Healthcare System. This responsibility mandates compliance with all Veterans Health Administration (VHA), Drug Enforcement Agency (DEA), Food and Drug Agency (FDA) and all federal rules and regulations regarding contract compliance, purchase card procedures, and reconciliation requirements.

  • VA Careers - Pharmacy: https://youtube.com/embed/Fn_ickNBEws Duities may include but are not limited to: Initiates ordering requirements of pharmaceuticals, specialty, and supply items through pharmacy prime vendors multi complex accounts or other mandatory sources using various methods of payment. Maintains accountability of daily purchases and coordinates receipt, controls budget ledger, assures consistent delivery schedules are employed and handled in a manner mutually beneficial to Supply Chain and Management Service and Pharmacy Service, and appropriately disperses stock into designated storage areas. The incumbent must be familiar with catalog utilization, updated bulletin applicability and prime vendor. Utilizes the Government purchase card program for direct orders up to the micro purchase threshold, following all applicable VA financial policy, rules, and regulations. Maintains required proper documentation, and reconciliation of receipt of all orders for auditing and accountability purposes, training, etc. Assures adherence to federal purchase contracts and compliance with federal regulations regarding open market purchases, ensuring inventory control through perpetual evaluation and analysis, funds control, receiving shipments of goods, assuring compliance with storage requirements for pharmaceutical items, and liaison with company representatives and managerial staff. Purchases using National contracts (NAT), Federal supply schedules (FSS), Blanket Purchase Agreement (BPA) and open market etc. to ensure compliance with federal acquisition regulations, and policy, understanding the contracting hierarchy of all purchases. Ensures compliance with Drug Supply Chain Security Act (DSCSA) for prime vendor and open market purchases and utilizes manual and automated processes to ensure compliance. Initiates reports of omitted orders, develops, and adheres to processes to sequester medications until DSCSA requirements are adhered to and processes to sequester medications until DSCSA requirements are adhered to and follows through to resolution. Works with vendor representatives to rectify various problems that may arise. These situations include, but are not limited to, determining the dates items are to be received, quality of the drugs and supplies delivered, and clarifying and rectifying charges and fiscal matters. Keeps current on contracts, product availability, and prices to identify appropriate sources and ensures most cost-effective products are purchased through the Federal Supply Schedule (FSS). Utilizes the prime vendor to order FSS items, involving direct/online contact with the prime vendor and placement and receipt of drug order after an assessment of the various contracts available and selection of the most costeffective item. Reviews drug orders on computer screen/printed copy, verifying amount to be ordered and submitting (transmitting) the order to the prime vendor. Utilizes proper inventory management to ensure sufficient stock of medications and supplies are available to meet the needs of the pharmacy and patient care. Knowledge of laws, regulations and VA policies concerning drug procurement and security to conform to legal and professional requirements of pharmacy practice. Qualifications: Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. English Language Proficiency. Pharmacy Technician candidates must be proficient in spoken and written English to be appointed as authorized by 38 U.S.C. § 7403(f). Education or Experience.: (1) None required. (2) For all grade levels and positions that accept both education and experience to qualify, equivalent combinations of qualifying education and experience that total at least 100% are qualifying. The combined percentage is determined by adding total qualifying experience as a percentage of the experience required for the grade level to the education as a percentage of the education required for the grade level. Certification. For positions above the full performance level, the employee must pass a national certification exam and hold an active national certification through either: Pharmacy Technician Certification Board (PTCB), Certified Pharmacy Technician (CPhT).OR National Healthcareer Association (NHA), Certified Pharmacy Technician (ExCPT). Foreign Education. To be creditable, education completed outside the U.S. must be deemed at least equivalent to that gained in a conventional U.S. program by a private organization specializing in the interpretation of foreign educational credentials. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grandfathering Provision. Pharmacy technicians employed in VHA on the effective date of this qualification standard are considered to have met all qualification requirements for the title, series and grade held, including positive education and licensure/certification/registration that are part of the basic requirements of the occupation. For employees who do not meet all the basic requirements in this standard but who met the qualifications applicable to the position at the time they were appointed to it, the following provisions apply: Employees may be reassigned, promoted up to and including the full performance (journey) level or changed to lower grade within the occupation but may not be promoted beyond the journeyman level or placed in supervisory or managerial positions. Employees in an occupation that requires a licensure/certification/ registration only at higher grade levels must meet the licensure/ certification/registration requirement before they can be promoted to those higher grade levels. Employees who are appointed on a temporary basis prior to the effective date of the qualification standard may not have their temporary appointment extended or be reappointed on a temporary or permanent basis until they fully meet the basic requirements of the standard. Employees who are converted to title 38 hybrid status under this provision and subsequently leave the occupation lose protected status and must meet the full VA qualification standard requirements in effect at the time of re-entry to the occupation. Employees initially grandfathered into this occupation who subsequently obtain additional education and/or licensure/certification/registration that meet all the basic requirements of this qualification standard must maintain the required credentials as a condition of employment in the occupation. Grade Determinations: Pharmacy Technician (Procurement/Inventory GS-08): Experience: Candidates must possess one year of experience equivalent to the next lower grade level (GS-7) and demonstrate the KSAs below: Knowledge of pharmacy technician principles, practices, concepts and theories providing for sound independent work. Knowledge of the computerized prescription process and input of prescriptions and medication orders or electronic equivalent. Ability to resolve pharmacy/medication issues with other members of the healthcare team, Veterans and external customers. Ability to train developmental pharmacy technicians and students. Ability to dispense medication or sterile products following all regulations, policies and procedures to ensure safe medication distribution. Ability to troubleshoot automated dispensing equipment (ADE) or technology platforms/databases. Certification. For positions above the full performance level, the employee must pass a national certification exam and hold an active national certification through either: (a) PTCB as a CPhT. OR (b) NHA as a ExCPT. In addition to the experience above, the candidate must demonstrate the following KSAs for all GS-08 assignments: Pharmacy Technician (Procurement/Inventory GS-08): Comprehensive knowledge of concepts, principles, methodology and policies in a specialized area or section of pharmacy (such as sterile compounding, controlled substances, automation, clinical pharmacy, contact center, etc.) Note: See Specialized Area.in the Definitions Section. (b) Skill in training and orienting new and existing pharmacy facility employees and students on proper policies and procedures. (c) Ability to evaluate, analyze and coordinate workflow and work activities within a specialized area or section of the pharmacy. Pharmacy Technician (Procurement/Inventory) Additional Knowledge, Skills and Abilities (KSAs). Basic knowledge of pharmacy procurement, distribution and storage requirements to maintain a safe working environment. This includes not limited to Occupational Safety and Health Administration (OSHA), Food and Drug Administration (FDA), United States Pharmacopeia (USP) and DEA requirements and regulations. Ability to assist in determining and modifying as necessary: ordering intervals, inventory levels and cost-effective ordering quantities from required sources based on current financial conditions in pharmacy, seasonal variations in drug usage, changing patterns in medical practice, delivery time requirements and urgency of medical need. Physical Requirements: Physical demands of the position require regular and recurring physical exertion, involving standing for prolonged periods of time, lifting/carrying of pharmaceutical supplies weighing up to 40 pounds, pushing and pulling of large carts.
