We are seeking a Senior Tender Specialist to oversee the strategic and operational management of tenders and public/private bids, contributing to the company's commercial success.
The Pharmaceutical Tenders Manager is responsible for managing and coordinating all activities related to pharmaceutical tenders. This includes analyzing tender opportunities, preparing bids, ensuring compliance with regulations, and collaborating with cross-functional teams to develop competitive pricing and strategies. The role requires strong market knowledge, negotiation skills, and the ability to build relationships with key stakeholders to maximize business growth through successful tender participation. Within the Access Department, the role will report directly to the Field Market Access & Tender Operations Lead.
Essential Functions of the Job:
Tender and Bid Management: Coordinate and manage the entire process of participating in tenders, ensuring compliance with local and international regulations and preparing competitive offers.
Customer and Process Internalization: Support and active involvement in customer and tender process internalization initiatives, managing the transition from distributor-led models to direct company ownership of customers, data, and tender processes.
Market Analysis and Strategy: Monitor the market and tender opportunities, analyzing calls for tenders and providing strategic advice for selecting the tenders to participate in.
Offer Preparation: Collaborate with various departments (regulatory, legal, commercial, financial) in preparing and presenting offers, ensuring they meet the technical, financial, and legal requirements.
Negotiation and Client Relations: Interact with public and private entities to manage negotiations related to contracts and commercial terms.
Monitoring and Reporting: Track the progress of tenders, follow the status of submitted offers, and prepare detailed reports on the tender activities in collaboration with the territory access team.
Compliance and Documentation: Ensure all necessary documentation is in order, following company guidelines and current industry regulations.
Tendering Process Management and Optimization: Identify opportunities to improve the tender management process and implement best practices to optimize time and cost related to tendering.
Credit Management & Customer Interaction: Act as the primary point of contact for all escalated credit cases in the Italian market (in cooperation with 3PL).
Interdepartmental Collaboration: Ensure continuous alignment with the finance, commercial, legal, and compliance functions to guarantee maximum cooperation. Close collaboration with the Distributor Coordinator Europe to ensure continuity of tender operations, data accuracy, supply chain alignment, and a smooth transition during the internalization phase.
Knowledge of national access negotiation dynamics, payback and claw back procedures, and early access procedures is required, as well as the ability to manage specific projects within this framework.
Manage relationships with banks for requests related to opening and closing guarantees, oversee their management, and handle the collection of related documentation.
Frequent interactions with Italy distributor the European supply chain/distribution team, and the order-to-cash department.
Play a key role in the complex internalization project by supporting the transition of customers and the customer database for tenders from distributor to BeOne, working closely with IHS and our legal team.
Computer Skills:
Proficient in Microsoft Office Suite (Excel, Word, PowerPoint).
Experience with tender management software and databases.
Familiarity with data analysis tools.
Comfortable using CRM-Veeva -SAP systems, etc.
Other Qualifications:
Master's degree and 4+ years of experience in Tenders, preferably in the pharmaceutical or healthcare industry.
Strong knowledge of tender and bidding processes, particularly for public and private sectors.
Advanced skills in project management and the preparation of technical and commercial documents.
Excellent communication and negotiation skills, with a team-oriented attitude.
Knowledge of national and international regulations and guidelines applicable to the pharmaceutical sector.
Strong analytical and problem-solving skills

Knowledge of pharmaceutical regulations and market access processes
