Meeting Targets and Maintaining Epidemic Control (EpiC) is an eight-year (2019–2027) global health initiative project funded by President’s Emergency Plan for AIDS Relief (PEPFAR) and the United States Government (USG). EpiC has a global presence and extensive breadth and depth of technical experience. In FY26, EpiC’s scope in Colombia has expanded to include Maternal, Newborn & Child Health (MNCH).
STRengthening Infectious disease DEtection Systems (STRIDES) is the United States Government’s flagship project for global health security. It aims to strengthen countries’ capacity across laboratory and surveillance systems to prevent, detect, and rapidly and effectively respond to emerging infectious diseases and other public health threats. STRIDES is a global mechanism, a contract with a five-year (2024–2029) period of performance, led by FHI 360 as the prime, with core partners such as Black & Veatch focusing on biosecurity and biosafety and PATH on surveillance activities.
FHI 360 is recruiting a People and Culture Officer located in Bogotá, Colombia, to support the EpiC and STRIDES projects. The People & Culture Officer delivers professional-level P&C services for the country office, supporting staff and managers in the areas of recruitment, employee relations, performance management, benefits, and compliance. This role works closely with managers to ensure policies are applied consistently, and contributes to process improvements, and provides guidance to junior P&C staff.
Manages recruitment processes from requisition approval to onboarding.
Advises employees and supervisors on policy interpretation and application.
Assists with performance management processes, including goal setting and reviews.
Coordinates learning and development activities.
Ensures compliance with labor laws and FHI 360 policies.
Maintains HRIS data integrity and generates standard HR reports.
Strong knowledge of local employment law and HR best practices.
Ability to provide policy guidance and resolve employee concerns.
Proficiency with HRIS systems and reporting tools.
Strong interpersonal and conflict resolution skills.
Resolves moderately complex P&C issues with limited supervision.
Recommends process improvements to enhance service delivery.
Could report to local Senior P&C Officer, P&C Manager, Senior P&C Manager, or Regional Level People & Culture Partner (depending on size and complexity of country office portfolio).
May provide guidance to P&C Assistants or Associates.
Bachelor’s degree in HR, business, or related field required.
3–5 years of progressively responsible HR experience.
Up to 10% domestic travel.
The expected hiring salary range for this role is COP 73,000,000 - 90,000,000 annually for basic salary. When determining an offer amount, FHI 360 factors in multiple considerations, including but not limited to: relevant years of experience and education possessed by the applicant, internal equity, market pay, and budget.
