Job Description Summary

Penn Home Ownership Services (PHOS), part of the Division of Business Services, provides eligible employees with home purchase, renovation, and refinancing support in partnership with lending institutions. Reporting to the BSD Controller, the PHOS Manager oversees the delivery of PHOS services, ensuring a high-quality customer experience from initial education through loan closing. The role supports participants with benefits counseling, credit education, and underwriting of Penn’s forgivable loan; serves as the main liaison with lending partners; and manages program operations, materials, reporting, and educational events that advance PHOS’s mission and visibility.

Job Description

Responsibilities:

  • Oversee the delivery of PHOS services to eligible University employees, including outreach, education, loan underwriting, and closing activities.

  • Ensure a high-quality customer experience in alignment with PHOS protocols and guidelines.

  • Educate employees on available benefits, the home-buying process, and credit-related considerations.

  • Provide direct support to program participants and manage underwriting for Penn’s $7,500 forgivable loan.

  • Serve as the primary liaison with preferred lending partners and coordinate settlement processes.

  • Develop and distribute educational and transactional materials across web and print channels.

  • Maintain and optimize the PHOS database to ensure accurate reporting and efficient operations.

  • Coordinate financial transactions and reporting with the Divisional Finance team.

  • Collaborate with the Office of General Counsel to track and manage loan delinquencies.

  • Partner with Communications, Marketing, and IT to support outreach, messaging, and program visibility.

  • Lead educational seminars, workshops, and events for University and Health System faculty and staff.

  • Support program innovation and enhancements in collaboration with internal stakeholders.

  • Uphold resource-stewardship responsibilities and report any known or suspected irregularities appropriately.
     

Qualifications:

  • Bachelor’s degree and 3–5 years of relevant experience or equivalent combination of education and experience is required.

  • Prior experience as a mortgage loan processor or real estate agent required.

  • Familiarity with loan processing and the home buying process .

  • Experience managing a customer service program.

  • Advanced proficiency in Microsoft Office (Word, Excel, PowerPoint).

  • Operational Skills: Strong attention to detail; experience managing financial and material resources; proficiency in analysis and reporting; project management experience; and familiarity with database management.

  • Engagement & Communications: Ability to interpret policies, negotiate effectively, solve complex problems, and communicate professionally. Strong interpersonal skills, including the ability to present to groups of 15+ and work collaboratively with diverse colleagues and customers.
