ESSENTIAL FUNCTIONS
Essential functions are those tasks, duties and responsibilities that comprise the means of accomplishing the job's purpose and objectives. Essential functions are critical or fundamental to the performance of the job. They are the major functions that the person in the job is held accountable for. Following are the essential functions of the job.

1. Assist leadership in development, implementation and evaluation of Patient Transport program to assure a quality service consistent with the Hospital mission.
a. Perform/participate in assessment for program as assigned.
b. Participate in program development proposal efforts as requested by leadership.
c. Implement department level program with defined parameters.
d. Evaluate program to ensure effectiveness, and identify and rectify any issues.
e. Evaluate on-going programs as assigned by leadership.
f. Generate reports regarding the above within the time frame specified by leadership.
2. Develops goals and objectives for the department. Plans, organizes and manages the department.
a. Plans are developed annually, and are revised throughout the year as necessary, as reviewed by leadership.
b. Plans are developed based upon the needs, goals, and objectives of the department and the strategic initiatives of the organization.
c. Plans are presented to leadership.
d. Planning time occurs regularly and at least weekly in order to mange the high volume of activity/tasks to be accomplished, as observed by leadership.
3. Selects, orients/trains, schedules and assigns staff. Develops standards of performance and monitors and supervises staff. Encourages professional development of staff.
a. Staff are selected based upon qualifications required for positions as defined in the job descriptions.
b. Staff are oriented and trained thoroughly upon hire including a review of the department manual and staff receives on-going training and communication as determined through feedback and exit interview information.
c. Standards of performance are written and kept up to date for each position in the area and are reviewed with staff at least annually (upon review) and whenever they change, as observed by leadership and through review of annual staff evaluations.
d. Reviews of staff are completed thoroughly, and on time, as observed by leadership.
e. Communication is effective with staff resolving conflicts which may be hampering relationships and productivity as determined by feedback and observations made by leadership.
4. Monitors the annual operating budget and ensures the department operates within allocated funds. Maintains records and statistics for administration and regulatory purposes. Applies cost-effective measures in departmental operations.
a. Develops department budget within designated deadlines according to all budgetary policies and procedures.
b. Effectively utilized resources within established budget; notifies director of all variances anticipated, or occurred, to maintain department services.
c. Adheres to procedures regarding acquisition of, and payment for, goods and services, as evidenced by appropriate and timely processing requisitions and invoices.
d. Recommends was to reduce expenditures and/or enhance revenues without compromising quality of services.
5. Responsible for department policy and procedure development and review.
a. Submits policies and procedures where updates are needed for review by leadership.
b. Recommends new policies where appropriate for review by leadership.
c. Provides appropriate interpretations as evidenced by feedback and system monitors.
d. Makes recommendations for changes when concerns are consistent as reviewed by leadership.
e. Responsible for the timely review, edit and approval of policies.
6. Accurately identifies real/potential problems affecting the service and implements solutions with follow-through and communication.
a. Responds to reported problems/complaints based on urgency.
b. Completes the investigative process as defined by procedure/policy.
c. Fully documents the complaint, the investigative findings,and the follow-up letters, reports.
d. If corrective action is identified, plan implemented within the time frame specified and evaluated for effectiveness.
e. Identifies IDs potential for problems within existing system by direct observation or analysis of data.
7. Responsible for effective communication horizontally and vertically within the organization.
a. Plans for and directs and documents regularly scheduled staff meetings and/or huddles.
b. Participates in divisional/departmental/leader meetings, disseminates information to staff as evidenced by attendance documentation
c. Serves as a resource to leaders within and across service lines.
d. Utilize established communication mechanisms to provide information to staff covering all shifts.
8. Is responsible for department’s operational excellence; assures department delivers quality services in accordance with applicable policies, procedures and professional standards.
a. Manages all activities so that quality services are provided in an efficient and effective manner.
b. Services provided meet all applicable regulatory requirements.
c. Maintains an effective quality improvement program as evidenced by reports.
d. Quality improvement program meets The Joint Commission (TJC) and other regulatory agency requirement standards as evidenced by review.
9. Manages human resources to assure quality services and promote positive employee relations.
a. Consistently and fairly implements human resources policies.
b. Maintains effective and appropriate staffing by monitoring employee turnover, overtime and absenteeism.
c. Employee performance appraisals are completed thoroughly and submitted on time.
d. Follows human resources policies to implement corrective action, when necessary
e. Collaborates with human resources on the recruitment and selection of qualified employment candidates, following all policies, guidelines and applicable laws.
f. Is recognized as a positive role model.
10. Safety Awareness – Fosters a “Culture of Safety” through personal ownership and commitment to a safe environment
a. Complies with the current CDC hand hygiene guidelines through proper handwashing.
b. Adheres to current process for identification.

UNIT / DEPARTMENT SPECIFIC JOB FUNCTIONS
Unit Specific functions are those tasks, duties and responsibilities that are specific to the performance of the job within a certain unit(s). Following are unit specific functions of the job, along with the corresponding performance standards.
1. Function as a leader in Security and Public Safety and other areas of responsibility as required.
2. Ensures all rolling stock is maintained, including: general cleaning of equipment (wheelchairs and stretchers). General maintenance of equipment. All logs updated.
3. Ensures staff is properly uniformed and equipped. Utilizes pagers and cell phones at all times. Adheres to departmental policy and procedures with regard to general appearance and uniforms.
4. Ensures Emergency Department has ample supply of wheelchairs and stretchers. Ensures maintained and clean.
NON-ESSENTIAL FUNCTIONS
Non-essential functions are those tasks, duties and responsibilities that are not critical to the performance of the job. Following are non-essential functions of the job, along with the corresponding performance standards.
1. Other duties as required.
2. Performs work of equal skill and responsibility as directed. May also perform work of a higher level in preparation for increased responsibility and may be requested to do work of a lesser responsibility when the work load so requires
Verification of an acceptable motor vehicle driving record, at time of hire, with annual verification thereafter required. Exceptional analytical and writing skills with demonstrated experience in operations, fiscal management, performance improvement, and policy development.
