SMX Technologies is seeking a Project Manager / Liaison to work onsite in Honolulu, Hawaii, supporting Pacific Air Forces (PACAF) Second Island Chain Support program activities. In this role, the Project Manager / Liaison serves as a key integrator between the site lead, forward deployed teams, and the Program Management Office, ensuring seamless coordination across all program lines of effort. Working directly for the Program Manager, this position provides critical leadership in planning, synchronizing, and supporting joint live air training events, exercises, doctrine development, and mission rehearsal activities throughout the Pacific area of operations. While Honolulu is the primary duty location, travel to Guam and other Pacific locations is expected to maintain alignment with operational teams and support mission execution.

This position requires a DoD Secret with eligibility for Top Secret which requires US citizenship for work on DoD contracts.

This position is onsite in Honolulu, Hawaii.

Essential Duties & Responsibilities

  • Serves as the liaison between HQ PACAF, the site lead, forward‑deployed teams, and the program management office to ensure synchronized execution of PMTEC and combat training range initiatives.
  • Assists Program Manager in project management activities across planning, requirements development, scheduling, risk management, and performance tracking to ensure program objectives are met on time and within scope.
  • Coordinates daily with the site lead and forward teams to identify operational needs, resolve issues, and maintain alignment with enterprise‑level program strategies and priorities.
  • Facilitates communication and decision‑making between field operations, technical experts, and the program management team to ensure seamless integration of capabilities and resources. 
  • Provides guidance to stakeholders on PMTEC and range program requirements, timelines, and deliverables, ensuring consistent understanding across geographically dispersed teams.
  • Assists Program Manager to conduct program reviews, status updates, and cross‑functional working groups to maintain transparency, track progress, and drive continuous improvement.
  • Identifies emerging operational requirements from forward teams and collaborates with the program management office to assess impacts, develop solutions, and adjust program plans accordingly.
  • Supports the site lead by coordinating logistics, technical support, and resource allocation to enable effective execution of training and experimentation activities.
  • Ensures program documentation, reporting, and communication products accurately reflect field conditions, stakeholder inputs, and program management expectations.
  • Builds and maintains strong working relationships with internal and external partners to enhance collaboration, reduce friction points, and support mission success across the PMTEC enterprise.
  • Must possess and maintain a Secret clearance, with eligibility for Top Secret.

Required Skills & Experience 

  • Minimum of 14 years of relevant professional experience.
  • At least 5 years of experience leading and managing exercise development at a flag-level military command.
  • Minimum 3 years of experience planning USAF MAJCOM-level or equivalent exercises.
  • Familiarity with operational and logistical support requirements for exercises, deployments, and mobilizations.
  • Working knowledge of USINDOPACOM/PACOM Theater Campaign Plan (TCP) and PACAF Strategy.
  • Familiarity with PACAF force structure (e.g., country locations, Wings, NAFs, aircraft types).
  • Effective verbal and written communication skills (e.g., timely responses via phone, email, or other channels).
  • Demonstrated ability to work and lead in a team environment with strong leadership and customer interface skills.
  • Ability to liaise with national-level agencies, DoD, Services, Combatant Commands, and Intelligence Agencies.
  • Proficiency in current Microsoft Office applications.
  • Strong analytical skills and ability to manage multiple tasks in a high-demand environment.

Desired Skills & Experience 

  • Bachelor’s degree or higher (preferred).
  • Aviation background (Pilot, Navigator, Air Battle Manager, Aircrew Member) with at least 3 years of experience, especially valuable for leading or supporting aviation-centric exercises such as FTXs, CPXs, STAFF-EXs, TTXs, and engagement events.

$171,100$273,600 USD
