Job Summary: This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: This is an Operations Research Analyst position with Army Training Support Center (ATSC), Training Support Analysis & Integration Directorate (TSAID), Fort Eustis, VA.

Major Duties:

  • As an Operations Research Analyst, you will perform the following duties which is not an all-inclusive list:
  • Analyze various aspects relating to the future acquisition of training support systems components.
  • Research design, statistical analysis, stochastic simulations and other mathematics models are used with proponent input, population data and other information to evaluate program objectives pertaining to training effectiveness.
  • Conduct research, develop management tools, conduct analysis, and provide recommendations affecting the Training Support System and other Army-wide training systems/training programs.
  • Develop models employing advanced statistical techniques and sample data from existing databases to determine impact assessment of various strategies and provides management with alternative courses of action to maximize program effectiveness.
  • Conduct analytical studies involving the measurement of product and process effectiveness and program evaluation.
  • Perform systematic examination of alternative courses of action.
  • Conductive formative and investigative evaluation of training and/or training support systems.
  • Inform management decision-making with analysis of cost benefit, cost effectiveness, cost utilization, and capabilities of a given training system.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. For this job, you may qualify if your education meets the definitions below: BASIC EDUCATION REQUIREMENT: Successful completion of a bachelor's or higher degree in operations research or successful completion of a bachelor's or higher degree with at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 hours must be in calculus. NOTE: Transcripts are required at the time of application. In addition to meeting the basic education requirement above, you must also meet the specialized experience requirements below: Specialized Experience: One year of specialized experience which includes: 1) analyzing operations research and statistical data; 2) designing and conducting training effectiveness or training comparative/analysis studies; and 3) analyzing technical papers and assessing analytical requirements. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
