BOLI has an opening for one Employer Assistance and Apprenticeship Coordinator (Operations and Policy Analyst 2) position, which will serve both the Employer Assistance Division and the Apprenticeship and Training Division at the Bureau of Labor and Industries.  This position is hybrid with up to 30% of time spent outside the office or alternate workstation connecting with employers, industry groups, conducting seminars and trainings, and attending apprenticeship-related activities. The successful candidate will be eligible to work a hybrid schedule out of the Portland, Salem, or Eugene BOLI offices.

This is a permanent, full-time, SEIU-represented position. This recruitment may be used to fill additional vacancies as they occur.

Functionally, this position has duties and responsibilities within two divisions of the Bureau— Apprenticeship and Training Division (ATD) and Employer Assistance Division (EAD):

As an advisor and collaborator on the application of appropriate employment law as it relates with the ATD:

  • ATD related duties include serving as a liaison and technical expert to employers, apprentices, educational institutions, joint apprenticeship and training committees, and internally to ATD. This position includes training committees on agency and Council policies related to state and federal apprenticeship regulations, wage and employment structures of occupational trades.

As a Program Coordinator with the (EAD):

  • EAD duties encompass providing employers with accurate and timely information relating to Oregon wage and hour, civil rights, and leave laws enforced by the Bureau.

This position will proactively engage businesses, respond to inquiries in order to assist businesses in complying with Oregon employment law, and market the Bureau’s services to employers. The position will develop, research, and write training and presentation materials; present seminars, answer telephone and web inquiries; and contribute to the production of new or revised employer handbooks every year. As needed, this position will work closely with the Bureau’s enforcement divisions, the Commissioner's office staff, and the Oregon legal community in order to provide timely, useful, accurate information.

  • Provide technical assistance to employers related to wage and hour, civil rights, and protected leave laws, and provide consultative support to apprenticeship and training committees, administrators, training agents (employers), and staff regarding employment law compliance in the context of apprenticeship operations.
  • Provide consultative support to apprenticeship and training committees, administrators, training agents (employers), and staff regarding employment law compliance in the context of apprenticeship operations.
  • Attend and brief the Oregon State Apprenticeship and Training Council (OSATC) and OSATC subcommittees as needed, including responding to employment law-related inquiries and presenting relevant reports.
  • Leverage broad subject matter expertise to provide consultation and technical assistance to employer and apprenticeship committee staff, managers, and supervisors as well as attorneys, government agencies, HR professionals to solve training and development issues, and resolve complex questions regarding the application and administration of the apprenticeship, wage and hour, civil rights, and leave laws enforced by this agency.

Working Conditions:

Business office environment when working from a BOLI or state office. May work beyond normal working hours to include occasional weekend, morning, or evening work. Interruptions due to limited privacy and the nature of the position responsibilities. In-state travel to field offices in the course of performing position responsibilities and to present seminars and other related activities. Involves interaction with frustrated or upset employees regarding a variety of personnel issues. Uses computer applications to accomplish work.

Extensive use of personal computer, record keeping, and interoffice communications. This position is a one-of-a-kind position in a small agency where there is minimal backup support. As such, this position may be called upon to perform a variety of duties as needed to support uninterrupted services to the public and to agency employees.

This Is What You Need to Qualify: (MQ’s)

One of the following:

  • A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science or any degree demonstrating the capacity for the knowledge and skills; AND two years professional-level evaluative, analytical and planning work, or
  • Any combination of experience and education equivalent to five years of experience that typically supports the knowledge and skills for the classification

The ideal candidate will possess the following desired skills and attributes: (EA’s)

  • Demonstrated experience designing and deploying professional training consistent with the principles of adult learning
  • Excellent public speaking skills, including the ability to present complicated information
  • Networking, outreach, and project management experience
  • Excellent business writing and research skills
  • Experience administering and applying employment laws relating to apprenticeship, wage and hour, civil rights, and leave law requirements
  • Experience providing technical support with a customer-service oriented approach
  • Experience using Microsoft Word, Teams, and SharePoint applications for efficient collaboration, writing, and revision of employer handbooks and other publications.
  • Ability to collaborate across multiple internal teams to prioritize and provide technical assistance
  • Knowledge of apprenticeship and/or workforce development systems.
  • Experience in applying an equity lens inclusive of race/ethnicity, gender, sexual orientation, and ability to all aspects of job responsibilities.
