At ING Netherlands, Operational Resilience is a key pillar of our strategy. It enables scale, expertise and efficiency across the bank, while ensuring that our most important services remain available, recoverable and within acceptable levels of customer impact. At the same time, our growing reliance on third parties makes strong governance and effective control of outsourcing and third‑party arrangements essential. These arrangements must be managed in line with regulatory expectations such as the EBA Guidelines on Outsourcing and the Digital Operational Resilience Act (DORA).

In parallel, ING is further embedding a resilience‑by‑design approach for its Critical Business Services (CBS). This means understanding where our services are most vulnerable, setting impact tolerances, and ensuring we can prevent, respond to and recover from severe but plausible disruptions.

To support this ambition, the Centre of Expertise Sourcing & Resilience – ING Netherlands is looking for an Operational Resilience Officer to join the team. You will be based in ING Netherlands and work closely with experienced and motivated colleagues. Together, you will help strengthen ING’s operational resilience capabilities and third‑party governance — ensuring compliance and control, while avoiding unnecessary administrative burden for the business.

In this role, you will act as a key partner for the organisation: translating regulatory requirements and ING frameworks into practical guidance, supporting and challenging stakeholders in embedding resilience requirements in daily operations, and contributing to a resilient, compliant and future‑proof ING.

Roles & Responsibilities

You will among others:

  • Support the end‑to‑end understanding of how Critical Business Services are delivered, and what could disrupt them (dependencies, third parties, single points of failure).
  • Strengthen the link between third‑party arrangements and resilience/continuity expectations (e.g., continuity planning expectations for sourced services).
  • Help make resilience measurable and actionable: “What would fail first?”, “How fast do we need to recover?”, “Where do we need better evidence?”
  • Support a structured, consistent approach that keeps ING compliant and resilient — and keeps customer impact central.

  • A careful, structured approach to documentation and record‑keeping, without becoming bureaucratic.
  • A sharp eye for deviations, patterns and anomalies (and the confidence to raise them constructively).
  • A proactive, positively critical, analytical mindset.
  • The ability to step into the shoes of a contract owner and translate frameworks and processes into workable actions.
  • Curiosity for the “wonderful world” of third‑party resilience risk, operational resilience and business continuity.

What you will bring

  • Education level
    A Bachelor’s or Master’s degree (HBO / WO) in a relevant discipline and experience in the field of Operational Resilience and Business Continuity Management is a pre.
  • English proficiency
    Professional working proficiency in English (CEFR level C1).
    You are comfortable drafting professional documentation, policies or guidance, and engaging with senior stakeholders in English.
     

Other requirements

  • Able to work confidently in a regulated, audit‑sensitive environment
  • Comfortable working with multiple systems and structured data sources
  • Willing to continuously build knowledge in a rapidly evolving regulatory landscape (e.g. outsourcing, third‑party risk, operational resilience)
