Job Summary: This Senior Executive Service position is located at U.S. Immigration and Customs Enforcement within Enforcement and Removal Operations (ERO), Operations Support Division. The Deputy Assistant Director of the Financial Management Division is responsible for performance-based budget formulation, budget execution, and financial management, ensuring compliance with federal financial laws and maintaining an exceptional standard of financial governance.

Major Duties:

  • The Deputy Assistant Director (DAD) of the Financial Management Division serves as a key member of the ERO executive leadership team, contributing to high-level decision making and strategic planning. The incumbent plays a central, high-profile role in managing and directing financial operations across ERO's headquarters divisions, 25 field offices nationwide, and enterprise-wide programs and projects. This role is critical to ensuring ERO's financial integrity, the strategic allocation of its multi-billion-dollar budget, and the sustained overall fiscal responsibility of the organization. The incumbent is responsible for providing leadership for the following functions: budget formulation, budget execution, contract management, financial management policies and procedures, travel management, resource management, facilities and property management, and long- and short-term strategic planning. Additionally, the DAD, Financial Management Division is responsible for: Leading the formulation and execution of ERO's budget, ensuring alignment with ICE and Department of Homeland Security (DHS) strategic priorities; Overseeing ERO's administrative work within complex financial systems and ensuring the integration of advanced financial management practices, including risk management, auditing, and internal controls; Working closely with senior leadership of ERO, ICE, and other DHS officials to carry out the day-to-day development, implementation, maintenance, analysis, and interpretation of proposed new, revised, existing, or recommended legislation, regulations, and ICE-wide strategic policy related to the Division's operations; Advocating for ERO's financial needs and shaping fiscal strategies that drive the agency's goals, ensuring that resources are well balanced, presented within stipulated constraints, and aligned; Developing an integrated financial planning and reporting process that involves both long-range plans and the annual budget as a segment of those plans; Developing annual forecasts of national program requirements and establishing national performance targets and objectives; Reviewing the expenditure of funds on a regular basis and assuring effective expenditure of these funds, authorizing cost-saving initiatives to increase efficiency while reducing operational costs and maintaining a high level of professional proficiency; Preparing and submitting to various managerial levels a wide variety of financial reports, statements, and data of both a factual and analytical nature; Coordinating ERO contract requirements and activities, assisting with contract management, and monitoring the financial and operational status and health of ERO contracts and agreements; Overseeing ERO travel management activities, including but not limited to program policy development, travel system updates, debit card and travel card management, along with internal controls consistent with mission and strategic goals; and Exercising the full range of managerial and supervisory authorities available for the effective management of the division, providing technical and administrative supervision to a staff of subordinate managers.

EXECUTIVE CORE QUALIFICATIONS (ECQs): In addition to the TQs listed above, all new entrants into the Senior Executive Service (SES) under a career appointment will be assessed for executive competency against the following five mandatory ECQs. This includes, when necessary, the ability to lead people through change and to hold individuals accountable. ECQ 5: Achieving Results - This core qualification involves the demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors. Note: If you are a member of the SES or have been certified through successful participation in a U.S. Office of Personnel Management (OPM)-approved SES Candidate Development Program (SESCDP), or have SES reinstatement eligibility, you do not need to respond to the ECQs.
