Operational Regulatory Reporting Manager

The role will manage the Operational Regulatory Reporting Team (ORR) in Manulife Business Processing Services (MBPS) based in Quezon City, Philippines. This includes providing support for the London office, ensuring accuracy and completeness of all UK and European regulatory reporting. The role will be responsible for different regulatory disciplines and obligations for funds operating in the EMEA region. This role also requires working closely with the Operational Regulatory Reporting Director and Investment Head of Operations in the EMEA region.

The role will need to continue to develop Regulatory and Investment knowledge to become an expert to support MBPS and EMEA Investment Operations teams via training, troubleshooting, process analysis and knowledge sharing.  The role is also expected to be a Process Champion recommending opportunities to streamline (or automate) Regulatory end-to-end business processes, working with developers (either in MBPS or Technology teams in EMEA) for automation opportunities, support various testing and project documentation in different initiatives. 

Position Responsibilities:

The role is primarily accountable for managing a team of 4 individuals providing regulatory reports for our funds in the EMEA region, with a potential span increase due to ongoing global alignment. The role will focus on coaching and improving the team members whilst supporting the London office and ensuring the quality and timeliness of each requirement. Monitoring and maintaining oversight will also be a key aspect of this role. The successful candidate will also assist in the design of controls to improve the risk management framework, enhance documentation, and assess an optimal production process related to the Investment Operation team and participate in ad hoc projects, as assigned.

Responsibilities include the following:

Cost Management and Analysis

  • Manage and reconcile all MiFID II Research Payments, assisting PM’s to validate interactions and track actual spend against budgeted amounts in line with the Research & Inducement Policy
  • Interact with research brokers to resolve discrepancies, on behalf of the PM’s
  • Provide senior management updates in quarterly Brokerage Practice Committee
  • Tracking of payments maintained and kept up to date

Regulatory Reporting

  • Working knowledge of MIFIR, RTS 22 or ESMA guidelines on transaction reporting (ARM – Approved Reporting Mechanism)
  • Working knowledge of UK Trade Reporting (APA – Approved Public Arrangement)
  • Responsible for the preparation of reconciliations and investigation
  • Responsible for identifying issues, owning items through to completion
  • Relationship management with various vendors including the London Stock Exchange, Bloomberg, Kaizen and various trading venues
  • Responsible for the UAT/Beta testing of changes to system to ensure correct reporting to the relevant regulators, including the FCA in the UK
  • Producing/oversight of management information highlighting risks
  • Assisting with historical replays/back reporting requirements
  • Provide coverage across EMIR regulatory reporting, MiFID II Research Costs and EMT/RTS28 reporting
  • Ensure operational effectiveness of systems and controls
  • Responsible for calculating Quarterly PRIIPS Transaction Costs for MiFID impacted funds
  • Responsible for producing Annual RTS28 reporting
  • Ensure operational effectiveness of systems and controls
  • Responsible for identifying and remediating data issues, owning items through to completion
  • Producing/oversight of management information highlighting risks
  • Responsible for driving process improvement and digital automation within the process
  • Ensure that documentations and procedures are up to date and proper control measure are in place

Stakeholder Management

  • Effectively communicate with various stakeholders globally, PMs, Traders, Brokers, Operations Technology, Compliance, Risk and establish a high level of credibility with business unit contacts
  • Identify and recommend opportunities to refine operational effectiveness of processes and controls
  • Identify and escalate any service issues received from customers and stakeholders

Special Projects

Special projects will arise from time to time that will require strong financial knowledge, strong analytical and organizational skills with an innovative mindset. The role will be responsible for handling projects as required by the management pertaining to the introduction of new services, products and processes designed.

People Leadership & Team Management

  • Perform the People Manager role for the performance management, professional growth and development of staff which includes feedback sessions, productivity tracking, coaching, one to one meetings and regular employee reviews.
  • Drive the team in achieving its organizational goals and objectives.
  • Lead and ensure sustainable activities and programs to keep positive and high engagement level from our high performing team.
  • Lead the regular business reviews and produce dashboard and metrics reports detailing the team’s performance (productivity, utilization, and attendance), challenges and areas for improvement.
  • Ensure that all Service Level Agreements and MBPS and Business Unit compliance standards are always met.
  • Improve team effectiveness by implementing, monitoring and reviewing training policies and guidelines.
  • Optimizing resource utilization:  ensuring that required resources are available as needed, existing resources are productive, level of HC and skills available are aligned with business requirements
  • Responsible for the overall production management including recruitment and onboarding of staff, coordination with support functions such as HR, IT and Finance.

Required Qualifications:

  • University degree in accounting and finance or business
  • 8+ years of progressive experience in a financial services company and/or shared services environment
  • Strong people management experience (3+ years) to lead, manage and develop professional staff.
  • European Regulatory Reporting experience is an advantage
  • Good understanding of the end-to-end production environment, and the impact of changes to the reporting process, production schedule, and all the systems and applications supported by Operations.
  • Knowledge on various range of asset types and trade lifecycle relating to equities, fixed income, derivatives, and alternative investments
  • Excellent analytical, problem-solving, and influencing skills.
  • Ability to remain updated on the evolving regulatory landscape – including new/amended rules & regulations and hot topics in risk management.
  • Ability to work in ambiguous environment and adapt to change while managing time and workload with aggressive timelines.
  • Strong interpersonal skills and ability to work effectively across cultures. Excellent English written and verbal communication skills.
  • Proficient in using Bloomberg Terminal and functions; RHUB, AUDT, TC, SSI
  • Intermediate to Advanced knowledge of Excel (i.e. mastery of excel formulas and pivot tables is a must; VBA is a plus). Proficient in MS Office suite including Outlook, Word, PowerPoint, Lists, Power BI, Visio and Project.

  • Capable of building a business case for potential process improvements including cost/benefit analysis
  • Willing to work on EMEA shift and overtime may be required to meet business deadlines.
