Raytheon’s Global Industrialization team has a new opportunity for an Offsets Manager who is looking for a high degree of broad responsibility in a growing and complex international business environment. In this role you will be responsible for leading development of new project concepts and coordinating cross functional support through the full program life cycle of initial feasibility, customer assessment, internal gate reviews and approval of offset programs through implementation and close out. You may also support offset business in adjacent regional European markets.

This Hybrid position will be in the Tucson, AZ or Tewksbury, MA area.

Relocation is not available for this role.
 

This role requires ability and willingness to travel internationally on short notice.

What You Will Do

  • Provide strategic leadership to identify, broker, and develop innovative offset solutions that bring together strong value propositions meeting our customers’ needs.
  • Develop and expand a broad understanding of Raytheon’s enterprise capabilities, growth markets, and industrial partner network to offer capabilities highly valued by and aligned with our Offset customer and warfighter community.
  • Oversee the complete project management life cycle from concept and negotiation through startup, execution, and close out.
  • Ensure successful governance/compliance with Offset obligations and regulatory requirements including International Trade in Arms Regulations and the Foreign Corrupt Practices Act.
  • Align stakeholder priorities and provide clear direction; actively manage risk mitigation, cost savings and schedule mitigation strategies.
  • Work across the enterprise to shape the views of key project stakeholders, balance multiple priorities and communicate plans to executive leadership.
  • Coordinate with Finance to manage and maintain portfolio performance metrics and regular communication to leadership.

Qualifications You Must Have

  • Typically requires a Bachelor’s and a minimum of 10+ years prior relevant experience, or an Advance Degree in a related field and a minimum of 8+ years’ experience.
  • Program Management Level 5 Certification (or equivalent) or ability to achieve within 12 months.
  • Experience in project planning, budgeting, and tracking cost and schedule.
  • Experience with earned value and managing gate reviews, Estimates at Completion (EACs), and Project Management Reviews (PMRs).
  • Experience in determining and balancing multiple stakeholder requirements.
  • Experience working with foreign customers, international contracting, specifically within a European market.
  • The ability to obtain and maintain a U.S. government issued security clearance is required.
  • U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance.

Qualifications We Prefer

  • Experience with Offset and International programs.
  • Excellent communication including presentation skills, delivering technical, financial and risk information to leaders or customers.

The salary range for this role is 124,000 USD - 250,000 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.

Payments under these annual programs are not guaranteed and are dependent upon a variety of factors including, but not limited to, individual performance, business unit performance, and/or the company’s performance.

This role is a U.S.-based role. If the successful candidate resides in a U.S. territory, the appropriate pay structure and benefits will apply.
