Job Summary: The nurse manager is a proficient nurse who demonstrates proficiency in decision-making and using the nursing process for complex situations that effect performance outcomes at the point of care. Practice is enhanced through development of collegial relationships. This nurse demonstrates collaboration by using the group process to solve problems. The focus is on leadership in strategically planning long-term goals for the microsystem that impacts operations or resources.

Major Duties:

  • Duties include but not limited to: The Community Care Nurse Manager is the designated first-line supervisor with the authority, responsibility, and accountability for the operations of the clinical department, ensuring that subordinate personnel provide timely nursing care which complies with generally accepted standards of clinical practice. He/she has the continuing responsibility for all the following functions: (1) Planning work to be accomplished by subordinates, setting priorities and preparing reports for completion of work; (2) Assigning work to subordinates based on priorities, selective consideration of the difficulty and the requirements of the assignments , and the capabilities of subordinates.; (3) Evaluating the performance of subordinates; (4) Making recommendations for appointment s, advancements or reassignments of subordinates; (5) Giving advice, counsel, or instruction to subordinate personnel on work and administrative matters; (6) Hearing and resolving complaints of subordinates and referring more serious complaints not resolved to higher level supervisors; (7) Recommending and/or taking disciplinary action where appropriate; and (8) Identifying developmental and training needs of subordinates and providing or making provision for such development and training. The Community Care Nurse Manager is responsible for maintaining continuous readiness per Mission Act, 2018 implementation plan for the clinical department. He/she is responsible for performance improvement data, customer service/patient satisfaction, patient and employee safety, interviewing applicants, employee relations, standards of care and practice, the work environment, and regulatory standards. He/she actively develops and manages collaborative partnerships with service lines, and Delegation of Approving Authorities. He/she is responsible for staffing his/her department on a continual basis during operating hours, ensures staffing meets established nursing hours per category of care for the daily requirement. He/she participates on service and medical center committees and task forces to improve nursing practice and patient care. Responsible for reporting clinical data to the VA Oversight Committee, and measures to improve areas below the metrics. Responsible for time scheduling in the department, coaches staff, deals with employee conduct and performance issues, completes recurring reports and performance evaluations in a timely manner. He/she identifies educational needs of staff and ensures that these needs are addressed. He/she has an integral role in supporting new employees' success within the department. He/she works in partnership with the union and adheres to EEO principles. In the absence of a Nurse Manager, a cross-covering Nurse Manager will be designated to handle administrative and clinical issues, such as staffing coverage, granting leave, and patient and/or staff issues. Work Schedule: 7:30 am to 4:00 pm, or depending on facility needs

Qualifications: Basic Requirements: English Language Proficiency. In accordance with 38 U.S.C. 7403(f), no person shall serve in direct patient care positions unless they are proficient in basic written and spoken English. Graduate of a school of professional nursing approved by the appropriate accrediting agency and accredited by one of the following accrediting bodies at the time the program was completed by the applicant: The Accreditation Commission for Education in Nursing (ACEN) or The Commission on Collegiate Nursing Education (CCNE); OR Individuals attending a master's level bridge program in nursing who have completed coursework equivalent to a bachelor's level degree in Nursing may have opportunity to become registered as a nurse with a state licensing board prior to completion of the bridge program. Upon achievement of a State license, the individual may be appointed on temporary basis and later converted to a permanent appointment upon successful completion and graduation from the bridge program. (Reference VA Handbook 5005, Appendix G6); OR In cases of graduates of foreign schools of professional nursing, possession of a current, full, active, and unrestricted registration will meet the requirement for graduation from an approved school of professional nursing to warrant an appointment as a Nurse who has completed an associated degree/entry level Nursing education program. Credit for foreign nursing education higher that associate degree/entry level requires a formal degree equivalency validation from a recognized equivalency evaluation accepted by VA such as International Consultants of Delaware (ICD). Current, full, active, and unrestricted registration as a graduate professional nurse in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or the District of Columbia. Graduate Nurse Technician (GNT) Exception: Candidates who otherwise meet the basic education requirements, but do not possess the required licensure, may be appointed at the entry step of the grade and level applicable to the completed nursing education as a GNT on a 120-day temporary appointment while actively pursuing licensure (may be extended up to two years on a case-by-case-basis.) NOTE: Grandfathering Provision - All persons currently employed in VHA in 0610 series and performing the duties as described in the qualification standard on the effective date of the standard (1/29/2024) are considered to have met all qualification requirements for the grade held including positive education and licensure/certification. Preferred Experience: Community Care experience Home and Community Based Services knowledge Masters Degree Supervisory/Management and Leadership experience Customer Service. Physical Requirements: This position may include a level of physicality normally associated with duties performed by nurses such as walking, bending, stooping, and some lifting. There may also be extended periods of sitting or standing. Transferring patients and objects may be required. Utilization of safe patient handling and mobility protocols using mechanical lifts that are provided.
