Workdays & Hours: Monday – Friday 8 am – 5 pm; Some evening/weekend work may be required. This position is eligible for consideration of two remote days after 90 days and is physically located at 100 Fort Worth Trl, Fort Worth, TX 76102.

A Neighborhood Development Specialist job is available with the City of Fort Worth Neighborhood Services Department. The Neighborhood Services Department is seeking a qualified candidate for its Housing and Neighborhood Development division to serve primarily as a contract administrator for Public Service Agency agreements funded from various federal grant sources such as HOME, CDBG, ESG, and HOPWA.

This is a grant-funded overage position that will extend only to March 2027 unless additional grant funds are received.

Minimum Qualifications:

  • Bachelor’s degree from an accredited college or university with major course work in Business Administration, Public Administration, Urban Planning, or Real Estate or related field
  • Three (3) years of experience with federal grants, state housing tax credits, real estate development, such as multifamily housing, project management, and/or community development or related field

Preferred Qualifications:

  • Master's degree preferred
  • The best qualified candidate will be a team player, possess excellent problem-solving skills, and possess the ability to multitask and prioritize to successfully meet deadlines
  • Strong ability to analyze issues, interpret policies and guidelines, and make sound recommendations related to program or project implementation

The Neighborhood Development Specialist job responsibilities include:

  • Data analysis for grants and project recommendations
  • Contract compliance review
  • Reviewing Request for Proposal (RFP) and making justifiable award recommendations
  • Providing assistance and training to public service agencies seeking and/or awarded grant funds through the COFW
  • Documentation and record keeping, written and oral communication with public service agencies
  • Drafting Mayor & Council communications and preparing presentations
  • Establishment and review of operating policies and standard operating procedures
  • Strategic planning and process improvement reviews
  • Execution of contracts with internal and external partners
  • Communicating clearly and effectively, both orally and in writing
  • Preparing clear and concise reports
  • Establishing and maintaining effective working relationships
