Job Summary: The National Counterterrorism Center (NCTC) leads the nation's effort to protect the United States from terrorism by integrating, analyzing and sharing information to drive whole-of-government action and achieve our national CT objectives.

Major Duties:

• Plan and oversee NCTC data management and data governance requirements. Establish and ensure compliance with data-related policies, standards, processes, strategies, and architectures for the management and safeguarding of all NCTC data. Coordinate and fulfill all NCTC data management reporting requirements as directed by applicable laws and policies. Oversee and coordinate NCTC data-sharing and data-related agreements. Represent NCTC at Intelligence Community and ODNI data governance fora. Shape data life cycle management, education, training, and development of NCTC data professionals in collaboration with the ODNI Chief Data Officer. Oversee and lead an evaluation of the potential impact of obstacles to information flow across the IC and work with policy analysts and Intelligence Community (IC) partners to develop and implement policy and process improvements. Lead the planning, identification, and development of effective solutions to intelligence access issues experienced by departments throughout the Intelligence Community and U.S. Government.

Required Skills: Expert knowledge of information sharing theory, policies, procedures, and technologies, as well as expert knowledge of how to develop and facilitate the implementation of those mechanisms. Expert knowledge of the mission, charter, roles, and responsibilities of the NCTC, ODNI, IC, and U.S. Government agencies, and how these organizations can effectively cooperate in implementing information sharing plans and programs. Superior ability to identify emerging information sharing trends and issues, as well as the ability to assess the influence of these trends and issues on the effectiveness of U.S. Government programs. Extensive experience supporting the exchange of intelligence information between collectors, analysts, and end users in order to improve national and homeland security. Desired Skills: Experience handling, evaluating, and/or safeguarding NCTC mission data.
