Major Duties:

  • Plans, organizes, directs, staffs, carries out, reviews, and evaluates a positive management oriented EEO program that includes efforts to resolve systemic problems. Serves as the MCI-WEST Regional EEO Specialist and may be required to travel to other West Coast Installations. Provides technical advice to the MCI-West Commanding General, the MCCS Assistant Chief of Staff, or other top managers concerning the resolution of EEO complaints. Advises the MCCS Director on the resolution of complex systemic EEO problems. Provides consulting services to managers at all levels to assist them in identifying institutional barriers to EEO for employees and job applicants and to assist them in planning and carrying out affirmative action. Conducts studies, organizational reviews, and work force analyses management audits, Personnel Management Evaluations (PME's) and similar reviews to identify systemic EEO problems such as under-representation in professional lines of work or management policies and practices that may have a disparate impact on classes of employees or job applicants. Recommends decisions on MCCS EEO complaints within each command to the appropriate commanding officer. Concentrates on correcting systemic EEO problems. Oversees counseling of employees and applicants who believe they have been discriminated against. Supervises the timely, fair and impartial consideration and disposition of complaints; conducts prompt investigation of complaints, negotiates for informal adjustment wherever possible; maintains and secures all documents pertinent to informal and formal complaints. Performs duties with the assistance of EEO counselors and/or personnel department staff as required. Processes Reasonable Accommodation requests and is the point of contact for Reasonable Accommodation Requests, working with the employee/applicant and the supervisor to include the maintenance of Reasonable Accommodation files and data entries in the Navy Electronic Accommodation Tracker (NEAT). Provides World Class Customer Service with an emphasis on courtesy. Assists customers and communicates positively in a friendly manner. Acknowledges customers, smiles and makes eye contact. Asks questions to determine, verify and solve problems. Checks for satisfaction on the quality of goods and services. Takes action to solve problems quickly. Alerts the higher-level supervisor, or proper point of contact for help when problems arise. Adheres to safety regulations and standards. Uses required safety equipment, and observes safe work procedures. Promptly reports any observed workplace hazards, and any injury, occupational illness, and/or property damage resulting from workplace mishaps to the immediate supervisor. Adheres to established standards of actively supporting the principles of the EEO program and prevention of sexual harassment. Performs other related duties as assigned.

Qualifications: Four years of experience that demonstrates a thorough knowledge of the concepts, principles, regulations, and policies governing Federal EEO programming including relevant judicial and administrative decisions OR an appropriate combination of education and experience that demonstrates possession of knowledge and skill equivalent to that gained in the above. Knowledge of the organizational structure of the Marine Corps MCCS activities including their mission, and composition of the work force by occupation, relative grade level, race, sex, and other relevant characteristics. Knowledge of the EEO complaint and adjudication processes in the Federal sector. Skill in oral and written communication sufficient to develop and present cogent arguments for the acceptance of controversial points-of-view. This is a white-collar position where occasional lifting up to 20 lbs may be required.
