PATH seeks a Monitoring, Evaluation, and Learning (MEL) Specialist for the US Government (USG)-funded “Reaching Every At-risk Community and Household with Malaria Services” (PMI REACH Malaria) global contract in Senegal. PMI REACH Malaria aims to provide implementation support services and technical assistance to countries to accelerate progress in comprehensive delivery of facility and community-based malaria services, including malaria case management, prevention of malaria in pregnancy (MiP), malaria diagnostics, data collection and use for service delivery, and other malaria prevention interventions. 

 

The MEL Specialist will report to the Regional Malaria Coordinator and will implement MEL systems at the regional level. The MEL Specialist will also have a reporting line to the MEL Manager. 

Responsibilities: 

  • Contribute to development of country-level MEL plans and systems, including development or tailoring of country level SOPs and data collection tools and forms. 

  • Contribute to annual work planning and ensure inclusion of MEL activities; implement regional-level MEL-related activities and track their progress against the work plan.  

  • Lead and oversee routine data collection, cleaning, processing, analysis, interpretation and reporting of performance monitoring and contextual indicators in collaboration with the health regional directorate and health districts staff 

  • Provide technical support and oversight for project monitoring of activities, regional and district level assessments, or other data collection efforts at the regional level. 

  • Provide technical assistance to health regional directorate and health districts in efforts to improve data quality, including leading or supporting implementation of data quality audits (DQAs), data validation, and data review meetings.  

  • Work with regional and district management teams to ensure the collection and regular reporting of HMIS malaria data in line with the NMP, and programmatic needs. 

  • Provide technical support and capacity-strengthening of Health regional directorate and health district and local partners integrating and using data for quality improvement and programmatic decision-making. 

  • Ensure that all project data, MEL-related tools, forms, and reports are stored on the project SharePoint site, and that project datasets are submitted to data repositories as per contract terms. 

  • Lead implementation of facility assessments, establish, and oversee data cleaning and entry procedures for outreach training and supportive supervision and integrated community case management, as per standard M&E practice and consolidate lessons learned and make suitable recommendations for future assessments at regional and district level. 

Required skills and experience: 

  • Bachelor's degree in public health or Community health, Social Sciences, Statistics or relevant discipline. 

  • Minimum of 5 years’ experience and demonstrated skills in monitoring and evaluation in health and experience working with the health regions and health districts 

  • Experience in understanding and managing the performance monitoring plan. Knowledge and experience of MOH’s health information systems (HMIS) and DHIS2 are a requirement. 

  • Strong communication and problem-solving skills, capacity to analyze data, monitor progress, and recommend necessary recourse for maximizing program progress and impact. 

  • Ability to oversee data collection and utilization at various levels to ensure accuracy and clarity of data interpretations. 

  • Experience in data quality audits and data reviews, preferably for malaria programming 

  • Experience in providing technical assistance and conducting capacity building activities in relation to monitoring and evaluation  

  • Familiarity with stakeholders in the malaria services space, including malaria case management, prevention of MiP, surveillance, data collection and use for service delivery. 

  • Good problem-solving, organizational skills, and a positive, solution-oriented approach to challenges. 

  • Good analytical, presentation, and report writing skills.  

  • Good skills in facilitation, team building, and coordination.  

  • Extremely detail-oriented, with the ability to communicate effectively and concisely, both orally and in writing. 

  • Strong work ethics, resourcefulness, integrity, credibility, and dedication to PATH’s mission.  

  • Professional proficiency in French required, good level in English preferred 

  • Proficiency with Microsoft Office Suite (Word, Excel, PowerPoint, Outlook, Teams) is required. Experience with data visualization tools and data analysis software programs is a plus.
