Major Duties:

  • The primary purpose of this position: To serve as a Joint Fires Targeting Specialist for Joint Task Force North (JTF-N), Directorate of Operations Targeting (J32). Provides joint targeting expertise for strategic and operational planning and execution in support of JTF-N mission areas, including counter-transnational organized crime and intelligence/surveillance/reconnaissance (ISR) operations. Coordinates and leads JTF-N targeting efforts and product development through collaboration, working groups, and boards, ensuring a comprehensive range of options and capabilities to support JTF-N missions. Prepares and delivers written and oral presentations, such as briefings and consultations, to secure cooperation, resolve controversial matters, and convey operational information.

Qualifications: Conditions of Employment (cont.) For GS 11/12 This position has been designated as Critical Sensitive. The employee is required to obtain and maintain a Top Secret clearance as a condition of employment. This position is designated by the Air Force as a Test Designated Position (TDP) under the Air Force Civilian Drug Testing Program. As a mandatory requirement for employment in this TDP, the incumbent is (A) to refrain from use of illegal drugs and (B) if required, to submit to urinalysis testing. Illegal drug use by employees in sensitive position presents a clear threat to the mission of the Air Force, national security, and public safety. The selectee must sign a statement acknowledging the position occupied is identified as a TDP. May be required to perform Battle Roster functions during Exercise and Real World events. Battle Roster functions may include but are not limited to the Joint Operations Center (JOC), Future Operations Center (FOC), Future Plans Center (FPC), Joint Logistics Operations Center (JLOC), N&NC Deployment and Distribution Operations Center (NDDOC), Joint Intelligence Operations Center-North (JIOC-N), Joint Cyber Center (JCC), and other tasks as assigned. These duties may require additional duty hours and/or alternate duty locations. YA002 = Eligible for situational telework only, including Ad hoc, Emergency, or OPM prescribed "Unscheduled" Telework. This eligibility is separate and distinct from the employee's eligibility. A civilian employee's telework arrangement may be terminated at the discretion of the supervisor or at the employee's request. This is a developmental position; this position may be filled at the GS-11-Target-GS-12 grade level, or this position may be filled at the Fully Qualified GS-12 level based on the qualification of the candidate. The individual selected for the GS-11-Target-GS-012 position may be promoted to the target level without further competition upon meeting any legal and regulatory requirements. For GS - 11 The incumbent may receive non-competitive promotion to the next performance grade level subject to satisfaction of the following conditions: a. Supervisor's determination that the incumbent has successfully completed all required on-the-job and/or formal training, and the incumbent is performing all duties described in the target position description at the level of independence described for the position. b. Incumbent meets all regulatory and statutory qualification requirements for progression to the next grade. QUALIFICATIONS: In order to qualify, you must meet the Specialized Experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions- Miscellaneous Administration and Program Series (0301) SPECIALIZED EXPERIENCE For GS-11 -One year at the grade of GS-9 level is required to meet the time in grade requirements for the GS TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. For GS-12 -One year at the grade of GS-11 level is required to meet the time in grade requirements for the GS TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. Examples of Specialized Experience include In-depth knowledge of Joint warfighting doctrine, unified combatant command structure, operational design, and global command and control constructs with application to Joint weapons targeting doctrine and operations to participate in cross- command OPTs that include representatives from other directorates, combatant commands, services, and agencies working to develop joint fires products; knowledge of the Joint Operational Planning Process (JOPP) and the Joint Targeting Cycle to provide the link between plans and operations in support of OPT's across all event horizons; knowledge and skill in applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of operations toward development and/or improvement of critical command plans and readiness for conducting major operations such as counter-transnational organized crime, war, mobilization, mission and flying operations, deployment, or similar operations; knowledge of military command structure, missions, programs, organizational relationships and program goals and objectives, and the sequence and timing of key operational events and milestones to evaluate the effectiveness of planning actions related to actual events; knowledge of the various command entities involved in overall planning and execution of operations and evaluations to synchronize targeting and fires initiatives; knowledge of a wide range of planning principles, concepts, directives, practices, methods and techniques, and seasoned consultative skill sufficient to resolve intra and inter command, organization or agency tasks. Typical problems addressed are beyond normal day-to-day processes and procedures and extend to more complicated activities essential to accomplishment of the command mission. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: For GS-11/12 Knowledge of the various capabilities for lethal and non-lethal targeting to support operational planning. Knowledge of Joint targeting strategic and operational planning and execution in support of mission areas such as counter-transnational organized crime and ISR operations. Skill in implementing the Joint Operational Planning Process and the six-step targeting cycle to enable substantive contribution to operational planning teams. Ability to develop and coordinate targeting products, within the targeting community of interest, to support working groups and decision boards. Ability to independently execute projects and/or studies within established time constraints. Ability to communicate effectively, both orally and in writing, to articulate complex issues. Skill to formulate recommendations that may have major national impact/consequences and transmit those recommendations clearly and concisely to possibly the highest civilian authority in Government under high stress and quick changing crisis situations. Ability to lead study teams in order to originate new ideas, projects, and methodologies. For GS 11 EDUCATION: I have successfully completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. if related, education must have major field of study in accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, nautical science, marine affairs, marine engineering, marine transportation, or other fields related to the position.
