Who we are supporting 

The NATO Communication and Information Agency (NCIA) is responsible for providing secure and effective communications and information technology (IT) services to NATO's member countries and its partners. The agency was established in 2012 and is headquartered in Brussels, Belgium.

The NCIA provides a wide range of services, including:

  • Cyber Security: The NCIA provides advanced cybersecurity solutions to protect NATO's communication networks and information systems against cyber threats.
  • Command and Control Systems: The NCIA develops and maintains the systems used by NATO's military commanders to plan and execute operations.
  • Satellite Communications: The NCIA provides satellite communications services to enable secure and reliable communications between NATO forces.
  • Electronic Warfare: The NCIA provides electronic warfare services to support NATO's mission to detect, deny, and defeat threats to its communication networks.
  • Information Management: The NCIA manages NATO's information technology infrastructure, including its databases, applications, and servers.

Overall, the NCIA plays a critical role in ensuring the security and effectiveness of NATO's communication and information technology capabilities.

The program

Assistance and Advisory Service (AAS)

The NATO Communications and Information Agency (NCI Agency) is NATO’s principal C3 capability deliverer and CIS service provider. It provides, maintains and defends the NATO enterprise-wide information technology infrastructure to enable Allies to consult together under Article IV, and, when required, stand together in the face of attack under Article V.

To provide these critical services, in the modern evolving dynamic environment the NCI Agency needs to build and maintain high performance-engaged workforce. The NCI Agency workforce strategically consists of three major categorise's: NATO International Civilians (NIC)'s, Military (Mil), and Interim Workforce Consultants (IWC)'s. The IWCs are a critical part of the overall NCI Agency workforce and make up approximately 15 percent of the total workforce.

Role Background

The NATO Infrastructure Services Centre (NISC) at the NATO Communications and Information Agency (NCI Agency) has a requirement for Subject Matter Experts (SMEs) to be embedded with a team of NCI Agency staff, the NCIA Team, in support of its Information Exchange Requirements (IERs) Programme of Work (POW) for 2026. The part of the 2026 NCIA POW to be covered within this RFQ will be mainly focused on IERs and their integration in the NATO Platform of Harmonized IERs (PIER).

The required SMEs, composing the Contractor Team, will supplement the current level of expertise within the NCIA Team. The Contractors requested in this RFQ must be ready to quickly integrate with the current NCIA Team, taking up duties and responsibilities. The work required will be based on Intended Business Outputs and Outcomes, and defined Deliverables, as described in the following Sections.

Role Duties and Responsibilities

Deliverables:

D01

  • Provide a Microsoft Word Document with naming conventions for the elements used in PIER: Organisations, Information Products and IERs.

D02

  • Provide a Microsoft Excel Document with all MC 0640 IERs, once validated and normalized.

D03

  • Provide a Microsoft Excel Document with all MC 0640 IERs, once validated and normalized.

D04

  • Provide a Microsoft PowerPoint Document that describes the MC 0593 and 0640 IERs, covering all assumptions made and summarizing the outcomes achieved.

D05

  • Provide a Microsoft Excel Document with FMN Spiral 6 IERs, once validated and normalized.

D06

  • Provide a Microsoft Excel Document with a set of Organizations identified within MC 0593, MC 0640 and FMN Spiral 6 IERs not already in PIER.

D07

  • Provide a Microsoft Excel Document with optimal mapping between units within ACO IERs and PIER Organisations.

D08

  • Responsible to upload the C2 structure and flow diagram including business processes, IERs and supporting applications to the PIER Wiki. This upload has to be done in accordance with TCPED process described in AIntP-14, including commercial space-based collection used to cue military assets.

D09

  • Responsible to upload the C2 structure and flow diagram including business processes, IERs and supporting applications to the PIER Wiki. This upload has to be done in accordance with the F2T2E2A process described in AJP-3.9 and to include joint strike from all operational domains (offensive cyber to be based on SCEPVA framework).

D10

  • Responsible to upload the C2 structure and flow diagram including business processes, IERs and supporting applications to the PIER Wiki. This upload has to be done Based on Joint Fires Procedural Instructions from FMN Spiral 6. Fire Support shall be to protect civilian convoy stressing the need for synchronisation with non-military organisations.

D11

  • Provide a Final Report (Microsoft Word Document or Microsoft Power Point Document) summarizing the work completed during the Performance Period and Deliverables, with lessons learned and recommendations on the way forward.

D12

  • Provide a Microsoft Excel Document with new or updated MC and FMN Spiral IERs, as directed by the Purchaser, once validated and normalized.

Essential Skills, Experience and Certifications

  • Experienced business architects / business analysts / operational analysts who have worked in a multinational military environment, with a minimum of 8 years of sound experience in these fields
  • Demonstrated good knowledge of the Federated Mission Networking (FMN) and the C3 Taxonomy.
  • Demonstrated knowledge of Allied Joint Doctrine and similar national doctrine from a NATO Nation.
  • Proven expertise in the identification and definition of Information Exchange Requirements (IERs).
  • Expertise of NATOs FMN Concept and Governance Framework.
  • Knowledge of information exchange and interoperability standards.
  • Knowledge of Governance & Change Management processes to assist in establishing and managing data governance models for version control and standardization.
  • Expert knowledge of Information Architecture and systems engineering techniques.
  • Demonstrated expertise in Taxonomy Development & Management, including the design of hierarchical classification structures, controlled vocabularies, and/or metadata schemas in the military domain.
  • Ability to report/brief material tailored to the requirements of senior military stakeholders and decision makers.
  • Proven Data Analysis expertise to query, analyse, and validate data structures supporting taxonomy development.
  • Demonstrated ability to work in an international team.
  • Demonstrated ability to communicate effectively in the English Language, both writing and speaking.
  • Demonstrated ability with Wiki and Issue Tracking Tools.
