Mgr IT Business Services - Enterprise

Reporting to the VP, IT Infrastructure & Operations, the Manager, IT Business Services - Enterprise is responsible for the IT service delivery and application support across critical business units, ensuring alignment of technology solutions with organizational goals. This role oversees applications and systems that span the enterprise, driving operational excellence, scalability, and innovation. The position includes leadership of cross-functional teams, vendor management, and strategic planning for enterprise applications.

ESSENTIAL DUTIES AND RESPONSIBILITIES

1. Enterprise Application Oversight: Manages and supports integration strategy and architecture for all enterprise applications (ERP, CRM, HRIS, Finance, Marketing, Gaming, Hospitality, Tribal Operations) ensuring integration, performance, and compliance across business units.

2. Strategic Alignment: Partners with business leaders to establish relationship management framework by establishing quarterly business reviews, scorecards, and key performance indicators to identify and recommend technology needs and deliver solutions that enable growth, efficiency, and competitive advantage while managing stakeholder relationships.

3. Service Delivery Leadership: Ensures consistent, high-quality IT application services across the organization, including functional enhancements, problem resolution, and continuous improvement initiatives by making recommendations to stakeholders.

4. Enterprise Project Management: Oversees the planning, execution, and delivery of enterprise‑wide application implementations, upgrades, and migrations. Partners closely with project, program, and EPMO teams to ensure projects follow established methodologies, meet technical requirements, and are delivered on time and within scope.

5. Governance & Standards: Establishes and enforces enterprise application governance, security standards, and best practices by architecting sustainable and secure methodologies for applications lifecycle.

6. Process Development: Designs and implements a standardized intake and demand‑management framework for all application support requests, enhancements, and project initiatives. This includes defining intake governance, prioritization criteria, service routing logic, and workload forecasting models to ensure optimal resource allocation, balanced team capacity, and transparent alignment of IT demand with stakeholder expectations.

7. Disaster Recovery & Continuity: Partners with both stakeholder and engineering teams to lead development and execution of enterprise-wide disaster recovery and business continuity strategies.

8. Vendor & Contract Management: Negotiates and manages relationships with enterprise application vendors to ensure SLA compliance and maximize value with regards to pricing and application efficiency.

9. Analytics & Reporting: Prepares executive-level reports and dashboards on application performance, service delivery metrics, and strategic initiatives. (5%) Performs other duties as assigned to support the efficient operation of the department.

SUPERVISORY RESPONSIBILITIES

Carries out supervisory responsibilities in accordance with the organization’s policies and applicable laws. Responsibilities include interviewing, hiring and training employees; planning, assigning reviewing and directing work; evaluating and appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems. Makes hiring decisions and designs individual development plans with succession planning in mind for all key roles.

 EDUCATION, EXPERIENCE AND QUALIFICATIONS

  • Bachelor’s Degree in Computer Science, Business Administration or a related field is required.

  • Minimum Five (5) years’ experience in Information Technology, required.

  • Minimum three (3) years management experience, leading teams while delivering and supporting complex solutions in a high-volume enterprise, required.

  • Experience in the Gaming Industry with either a Casino Operator or Gaming Vendor, preferred.

  • Related, relevant, and/or direct experience may be considered in lieu of minimum educational requirements indicated above.

KNOWLEDGE, SKILLS AND ABILITIES (KSA)

  • Extensive experience with Enterprise, Gaming and Hospitality Systems, including, but not limited to, Enterprise Resource Planning (ERP), Casino Management Systems, Point of Sale Systems, Property Management Systems, Promotional/Marketing Systems, and other industry-specific systems.

  • Proven experience with business and technical requirements, analysis, elicitation, modeling, verification, and methodology development. 

  • Experience overseeing the design, development, and implementation of software and hardware solutions, systems, or products. 

  • Exceptional analytical and statistical skills with the ability to apply them to systems issues and products as required.

  • Clear understanding of product management and market placement. 

  • Understanding of application development and software development life cycle concepts. 

LICENSES, CERTIFICATIONS AND REGISTRATIONS

  • At the discretion of the San Manuel Tribal Gaming Commission, you may be required to obtain and maintain a gaming license.

  • Certifications such as Project Management Professional, ITIL, Business Analyst Professional and/or application-specific accreditations desirable when combined with relevant experience preferred.

  • No Driving Responsibilities: Role does not require a driver’s license or insurance.

PHYSICAL REQUIREMENTS/ WORKING CONDITIONS – ENVIRONMENT

  • Primary work environment is in a climate-controlled office setting.

  • Work requires travel to attend meetings, trade shows, and conferences.

  • Incumbents may be required to work evening, weekend and holiday shifts.

  • Must be able to work in a fast-paced, high-demand environment.

  • Strength sufficient to exert up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects and/or move up to 40 pounds occasionally.

  • Sedentary work: involves sitting most of the time. Constantly operates a computer and other office productivity machinery, such as a calculator, copy machine, and computer printer.

  • Physical activities that apply to the essential functions of the position are balancing, stooping, kneeling, crouching, reaching, pushing, pulling, lifting, grasping, talking, hearing, and repetitive motions.

  • Hearing sufficient to hear conversational levels in person, via videoconference and over the telephone.

  • Speech sufficient to make oneself heard and understood in person, in front of groups, in meetings, via videoconference and over the telephone.

  • Visual acuity that meets the requirements of the position: The worker is required to have close visual acuity to perform an activity such as preparing and analyzing data and figures; transcribing; viewing a computer terminal; expansive reading and visual inspection of employees, visitors or facility.

  • Mobility sufficient to safely move in an office environment, walk, stoop, bend and kneel, and enter, exit and operate a motor vehicle in the course of travel to promotional events, meetings, conferences, trade shows and San Manuel properties.

  • Endurance sufficient to sit, walk and stand for extended periods, and maintain efficiency throughout the entire work shift and during extended work hours.

  • The employee may be exposed to fumes or airborne particles including secondhand smoke.
