Job Summary: You will serve as a MANAGEMENT ANALYST in the Carrier Strike Group Four (CSG-4) Training Support Vessel Squadron FOUR (TSVRON-4) (N02) of CDR STRIKE FORCE TRNG ATLANTIC. ***This Job Opportunity Announcement is using an additional online assessment tool to evaluate applicants. Major Duties:

  • You will be responsible for ensuring administrative function being executed in a timely and efficient manner, including matters related to manpower, maintenance contracting, and the full range of squadron programs.
  • You will draft messages, correspondences, instructions, standard operating procedures, awards and other required documents, and preparing briefing material for the supervisor as required.
  • You will maintain a ship status program to track all existing ship material casualties and keep the supervisor apprised of the status of materials or services needed correct the casualties.
  • You will manage the administration of the TSVRON Safety Management System (SMS) and the Shipboard Automated Maintenance Management (SAMM) system.
  • You will act as a Contracting Officer Representative (COR) for all assigned contracts providing supplies and services in support of CSG-4 TSVRON vessels.
  • You will serve as the principal advisor to the Assistant Chief of Staff (ACOS) w/respect to matters involving program administration, personnel management and contractual matters.
  • You will perform a wide range of analytical studies and projects regarding the support of the command’s mission.

Qualifications: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience utilizing/exercising/carrying out contracting rules, regulations, techniques, and principles, (e.g., knowledge of various types of contracts, techniques for contracting or procurement, and contract negotiation and administration; oversight of contractor performance), and federal and state laws w/regards to the oversight maritime contractors, or any other role deem as necessary for contract management. Experience applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of operations carried out within the program. Experience using analytical techniques to determine efficient use and allocation of personnel, manpower requirements and training objectives/requirements. Experience utilizing oral and written communication to prepare/present recommendations/solutions regarding complex issues based on analysis and evaluation. Experience analyzing and solving a variety of problems related to the administration and operation of the program w/the goals of providing measurable improvement of productivity, effectiveness, and efficiency of the organization.
