Job Summary: The individual serves as a Phlebotomist and is responsible for collecting a broad range of routine and emergency blood samples, perform phlebotomy or testing on inpatients, outpatients, surgical patients, CBOC patients, ED patients or wherever the need arises. The position requires a high level of contact with patients who may be uncooperative. The position requires coordination of timed tests and coordination of phlebotomy/processing operations in the absence of the supervisor.

Major Duties:

  • Major duties include: Independently responsible for selecting the best venipuncture site, most suitable phlebotomy equipment (needle type, size and length), most appropriate cleansing agent(s), proper collection vials and assessing the patient's condition before, during and after the procedure. Follows the Laboratory procedures for collecting specimens in the appropriate container, maintains specimen under appropriate conditions, follows guidelines for collecting timed specimens at the appropriate times to insure specimen viability. Attends to the patients while in their care during the phlebotomy procedure. Receives requests for testing and specimens into the laboratory and verifies the accuracy and completeness of the request. Verifies proper patient preparation, specimen collection, and specimen transport requirements for all reference laboratory tests. Is attentive to patient needs, actions and complaints. Provides education to patients for proper collection techniques of urine, stool, or other fluid collections. Assists in evaluating new procedures to improve patient care and makes recommendations to management. Separates and routes the specimens to the specific laboratory section that performs the testing. Recognizes emergency testing situations and takes necessary action to direct the specimens to the proper location. Receives all specimens that are sent to commercial reference laboratories for testing. Performs phlebotomy procedures following a sequence of steps approved for sample collection. Observes and reports any physical or mental changes while patients are being drawn. Evaluates suitability of specimens for analysis, requesting new specimens if determined to be unusable. Responsible for preparation of the collection site and for drawing blood cultures without contamination. Work Schedule: Monday through Friday,1:00pm to 9:30pm with rotating weekends and holidays. Qualifications: To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/28/2025. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-04 position you must have served 52 weeks at the GS-03. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have 6 months of general experience and 6 months of specialized experience. Examples of specialized experience would typically include, but are not limited to: Assist and communicate with healthcare personnel; attentive to patient needs; and capability to draw blood for a variety of test. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed 2 years above high school with courses related to the occupation. Note: This education must have been obtained in an accredited business or technical school, junior college, college or university for which high school graduation or the equivalent is the normal prerequisite. One year of full-time undergraduate study is defined as 30 semester hours, 45 quarter hours, or the equivalent in a college or university or at least 20 hours of classroom instruction per week for approximately 36 weeks in a business or technical school. You must have an combination of specialized experience and education beyond high school. Coursework must be directly related to the position (Transcripts Required). You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
