Job Summary: The Primary Purpose of the Position is: To direct, supervise, and administer a wide range of complex administrative and technical functions. This role ensures effective operations by providing leadership and oversight across multiple substantive areas. As the Subject Matter Expert (SME), the incumbent provides expert guidance to ensure compliance with procedural, legal, and administrative requirements related to patient eligibility, admission, disposition, and patient interactions.

Major Duties:

  • Duties are but not limited to: Administrative Management: Plans, organizes, and oversees the administrative and technical functions impacting patient admission, scheduling, and outpatient care. Ensuring administrative processes/procedures are accomplished in accordance with VHA Directives, guidelines/policies as they relate to eligibility, inpatient and outpatient duties. Develops goals and objectives that integrate the Health Administration Service with the Veterans' Center objectives. Establishes, revises, or reviews policies, procedures, mission objectives, and organization design for the staff, as necessary to eliminate work problems or barriers to mission accomplishment, promote team building, implement quality improvements, or in response to concerns with regulatory compliance and/or customer requirements. Plans work for accomplishment by subordinate sections, sets and adjusts short-term priorities, and prepares schedules based on consideration of difficulty of requirements and assignments such that the experience, training, and abilities of the staff are effectively utilized to meet organization and customer needs. Provides subordinate supervisors and staff with direction and advice regarding policies, procedures, and guidelines. Reviews and structures organization to optimize use of resources and maximize efficiency and effectiveness of the organization. Balances workload and provides overall direction and vision to the staff on a wide range of medical administrative issues. Project/Program Management: Represents Health Administrative Service with a variety of Health Care System Services and functional areas. Establishes, develops, and maintains effective working relationships with VA North Texas Health Care System staff, Congressional and Senate. Represents the HAS Chief in all administrative matters. Serves as the liaison for the Office of the Chief, HAS and other VANTHCS services concerning administrative and clinical issues when the activities cross organizational lines. Meets with key customers and coordinating officials to assess customer satisfaction, explain organization policy and procedures, and resolves significant problems that arise. Ensure subordinate units provide customer guidance and training. Participates in special projects and initiatives and performs special assignments. Identifies the need for special projects and initiates milestones and goals. Evaluates reports by analyzing facts and performing appropriate research and prepares detailed responses. Determines appropriate recommendations for unresolved or questionable problems and performs follow-up. Researches and determines or recommends appropriate actions or interpretation of issues that impact the organization, the Health Care System, VISN, or VA. Budget/Financial Management: Analyzes prior years expenditures and requirements to forecast and prepare budget to ensure full financial support and obligations for expenditures for patient care. Develops the annual business performance and improvement plan for Health Administration Service, which encompasses the annual budget plan, budget worksheets and budget forecast for the service's control points. Provides major recommendations to the office of the Chief, HAS as to funds available and how to maximize actual dollar allocations with the use of improved methods, automated processes, etc. Allocates funds to the correct fund control points. Makes major recommendations regarding the proper allocations of resources to the appropriate programs within the service. Assures compliance with implementation of stated goals and objectives by staff within the service. Supervisory Personnel Management: Plans, directs, coordinates, and oversees work through subordinate supervisors. Advises staff regarding policies, procedures, and directives of higher-level management or headquarters. Selects candidates for subordinate non-supervisory positions and recommends selections for subordinate supervisory positions taking into consideration skills and qualifications, mission requirements, and EEO and diversity objectives. Ensures reasonable equity among units of performance standards developed, modified, and/or interpreted and rating techniques developed by subordinate supervisors. Explains performance expectations to subordinate supervisors and employees directly supervised and provides regular feedback on strengths and weaknesses. Appraises performance of subordinate supervisors and other employees directly supervised and serves as reviewing official on evaluation of non-supervisory employees rated by subordinate supervisors. Approves expenses comparable to within-grade increases, extensive overtime, and employee travel. Qualifications: To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/29/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: 1.Plans and coordinates daily operations across multiple work units by setting priorities, adjusting workloads, and developing schedules that align staff capabilities with organizational and patient care needs. 2. Ensures efficient workflow and equitable workload distribution by monitoring operations, resolving resource gaps, and aligning services with healthcare system goals and customer service standards. 3. Participates in recruitment and selection activities by evaluating candidates' qualifications, supporting hiring decisions, and ensuring alignment with mission requirements and equal employment objectives. 4. Oversees employee performance management by communicating expectations, providing ongoing feedback, conducting evaluations, and addressing performance or conduct issues through appropriate corrective actions. 5. Develops and manages service-level business and budget plans by analyzing resource needs, preparing forecasts, and recommending strategies to optimize staffing, funding, and operational efficiency. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree.
