Background (EpiC Project):

Meeting Targets and Maintaining Epidemic Control (EpiC) is a global project funded by the President’s Emergency Plan for AIDS Relief (PEPFAR) and the U.S. Department of State (DoS) with a period of performance from April 15, 2019, to December 30, 2027. EpiC is led by FHI 360 with core partners Population Services International (PSI), Palladium Group, and Right to Care and implemented by over 250 regional, resource, and local partners.

Globally EpiC provides technical support and direct service delivery to improve outcomes in HIV, global health security, outbreak preparedness and response, malaria, nutrition, and maternal, newborn and child health. The project strengthens health systems including data systems, human resources for health and building capacity of governments and civil society for service delivery. Under HIV, EpiC supports to achieve and maintain epidemic control through strategic technical assistance to improve HIV case finding, care, and treatment programming across 35 countries supported by PEPFAR.

EpiC in India supports the National AIDS Control Organization (NACO) in enhancing youth engagement, private sector engagement and digital/AI driven interventions, and prioritizes work in the PEPFAR priority state of Maharashtra to fast track the achievement of 95-95-95 goals.

Job Summary

FHI 360 is seeking applications from qualified and experienced candidates to fill the position of Monitoring & Evaluation (M&E) and Data Management Specialist for EpiC India at the national level. The incumbent is to be based at the FHI 360 Country Office in New Delhi and will be responsible for all strategic information (SI) responsibilities related to the project, including monitoring, evaluation, data management including data analytics and visualization, reporting and documentation of performance and results.

The M&E and Data Management Specialist will work closely with the project leadership, state and district level program and strategic information (SI) team members of EpiC and sub-grantee partners, to enhance or develop systems across sites and technical/thematic areas to support monitoring of service delivery and performance in real-time to improve service quality and impact and to meet reporting requirements. S/he will work across technical teams to provide consistent guidance and training on appropriate results frameworks for the project and its strategies. The M&E and Data Management Specialist will systematically strengthen the alignment of program strategies and activities to lessons learned from program data and client experiences.

Job Responsibilities

  • Set-up and manage the M&E and performance reporting system for the EpiC project, which will include working with the program team and sub-grantees to collect, analyse, monitor and report on performance of HIV services and activities.
  • Develop tools and formats for data collection, analysis, interpretation and reporting in line with DATIM MER indicators. 
  • Guide the M&E roles of sub-grantees, including quality and frequency of data reporting, review mechanisms and set-up standardized monitoring mechanisms. 
  • Routinely support capacity building of EpiC and sub-grantee staff on M&E and ensure that the teams are oriented to the latest MER indicators and NACO/SACS M&E guidance and confidentiality norms.
  • Review M&E data and reports from the field and ensure their accuracy and appropriateness by analysing and interpreting the data, and support in data triangulation, visualization to track and monitor progress against targets.
  • Facilitate routine quality checks and validation of sub-grantee/s data and provide feedback to the field staff based on the quality checks and validation exercise. Ensure adherence to quarterly data quality audits as required by donor/EpiC HQ.
  • Implement data triangulation exercise and rapid assessments for better planning exercise at the State level.
  • Analyze the available/required data on the progress of 95-95-95 cascade on quarterly / semi-annual basis at state, district and facility level to call-out key gaps and actions. Help the program team in designing specific strategies to improve 95-95-95 cascade disaggregated by rural/urban, gender, age-group and risk categories reported.
  • Ensure that supporting documentation is maintained for all data that is reported to FHI 360 HQ, DOS-USG, NACO, SACS and DAPCU and entered timely in DATIM.
  • Support the EpiC program team in compilation of the monthly, quarterly and semi-annual progress reports and Plan of Action for Results Tracking (POART) slides and other ad hoc reporting requests.
  • Liaise with relevant technical advisers and counterparts responsible for SI and M&E at EpiC HQ, and support coordination for country-level assistance as needed.
  • Share interesting data insights for developing technical briefs, case studies and other documentation by EpiC team.
  • Any other relevant activities required as per the project.

Education Qualification/Required Skills & Experience

  • Master’s degree in epidemiology, M&E, demography, biostatistics, statistics, analytics, public health or other relevant disciplines.
  • Minimum 8-year experience on designing, establishing, and managing M&E systems, ensuring data quality, and analyzing data to support performance improvement of programs at national level.
  • Experience of working on M&E system and data analytics and visualization for HIV programs is essential. Previous experience working with PEPFAR supported program is preferable.
  • Knowledge of current India’s national HIV/AIDS program and the gaps and challenges in meeting the 95:95:95 goals.
  • In-depth technical knowledge and experience of the National AIDS Control Program (NACP) and experience of key indicators used for monitoring index testing, treatment outcomes and viral load outcomes. 
  • Highly proficient with MS Project, and the Microsoft suite of programs (Word, Excel, PowerPoint, Tableau, PowerBi, Outlook, Visio).
  • Demonstrated ability to perform complex data analytics utilizing Microsoft Excel, STATA, Epi Info; and/or software and make recommendations based on findings.
  • Demonstrated analytical and problem-solving skills.
  • Ability to motivate, influence and work well with others.

The expected hiring salary range for this role is INR 2,000,000 - 3,000,000 annually for gross salary. When determining an offer amount, FHI 360 factors in multiple considerations, including but not limited to: relevant years of experience and education possessed by the applicant, internal equity, market pay,  and budget.
