Managing Director of Water and Wastewater

Water Utilities Full time

Summary

Responsible for planning, implementing, and directing all activities of the Water Utilities and Wastewater divisions including the Water Laboratory and Pretreatment areas. Also responsible for the development, implementation and evaluation of operational goals and objectives, programs, and procedures according to established City Directives and Departmental policies and ordinances.

Essential Duties and Responsibilities include the following. Other duties may be assigned.

  • Establish departmental goals, long-range plans, objectives, policies, directives, regulations and standard operating procedures based upon the needs of the City and the Water Utilities and Wastewater divisions.

  • Represent the City at local, state and national organizations and at professional activities to maintain the image of the City and to create public support for departmental programs.

  • Direct and develop long- and short-range plans for capital improvement projects. Plan and monitor projects through meetings with City staff, architects, engineers, contractors, citizens, and others.

  • Maintain effective public relations and handle community issues in a tactful and courteous manner.

  • Oversee and approve the annual budget for the Water Utilities and Wastewater divisions. Prepare cost estimates to plan and provide improvements to utility lines, plant facilities, etc.

  • Direct the operations of each division to assure that the desired level of service is being provided. Train and develop department personnel to ensure adequate knowledge of current water utilities procedures and methods as defined by the Texas Commission on Environmental Quality.

  • Remain abreast of new developments in Federal, State and local laws and regulations.

  • Objectively review and handle citizen inquiries as needed.

  • Assess staffing needs through analysis of organizational structure, management and leadership development.

  • Respond to all special research requests and coordinate responses with the City Manager and/or City Council to provide accurate and timely results.

Minimum Qualifications

  • Bachelor’s Degree in Civil Engineering, Business Administration, Environmental Sciences or related field of study

  • 10 years experience in Water/Wastewater Utilities

  • 5-7 years experience in a management role

Or an equivalent combination of education and experience sufficient to successfully perform the essential functions of the job.

Preferred Qualifications

Education/ Experience:

  • Master’s Degree in related field of study

  • 10+ years experience in Water/Wastewater utilities

  • 7+  years experience in a municipal management role

  • Licensed Professional Engineer as certified by the Texas Board of Professional Engineers

  • TCEQ Class C Water Distribution License and/or Type II Wastewater Collections License

Knowledge, Skills & Abilities:

  • Extensive knowledge of water/wastewater operations

  • Extensive knowledge of utility operations and general practices

  • Extensive knowledge of Federal, State and local laws and regulations as they apply to water/wastewater utilities

  • Skill in Microsoft Office (Excel, Outlook, PowerPoint, Word)

  • Skill in developing and maintaining cooperative working relationships with City management, employees and citizens

  • Ability to communicate effectively in writing and verbally

Licenses and Certifications

  • Valid Class C Texas Driver's License

  • TCEQ Class C Water Distribution License, preferred

  • Type II Wastewater Collections License, preferred

  • Licensed Professional Engineer, preferred
