Manager, Transmission Planning

Job Summary:

Manages transmission planning functions, ensuring technical integrity, regulatory compliance, and system reliability through effective leadership, resource management, and team development.

Job Description:

  • Manages transmission power flow model development for use in short-term, mid-term, and long-term transmission planning studies, to create a digital representation of field conditions that support regulatory compliance, customer and developer interconnection requests, and grid configuration needs to improve grid reliability.

  • Manages transmission planning technical studies and assessments, which may include power flow, short-circuit, voltage margin, time-series, transient and dynamic stability assessments to inform reliability improvement operational actions, to specify equipment sizing for both thermal and short-circuit performance, and to develop infrastructure projects required to modernize grid performance.

  • Manages transmission planning studies and technical evaluations which include: requests for new load interconnections, requests for new generation interconnections, power quality investigations, major construction study sequencing studies for installation of breakers, transformers and other equipment, long-term integrated resource plan studies, long-term Transmission and Distribution plan studies.

  • Manages long-term grid capacity planning to ensure that the transmission system can meet future needs: this includes incorporation of load, bulk generation and distributed generation forecasts, technical analyses to determine current and future grid performance, and proposal of projects to ensure the system can meet future capacity and performance planning needs.

  • Manages transmission facility ratings technical teams and processes to ensure field ratings and  new equipment align with transmission planning model datasets and inputs.

  • Supports mid-term and long-term system reliability improvements by identifying infrastructure deficiencies and proposing strategic investments in new or upgraded substation, transmission and/or innovative technologies to strengthen grid resilience and operational performance.

  • Supports regulatory deliverables including Quarterly and Annual reporting, Integrated Resource Plan, System Stabilization Plan, Transmission and Distribution Plans and others to ensure adherence to contractual obligations and regulatory requirements, to ensure responsiveness to regulator and stakeholder requests, and to keep key stakeholders informed of business needs and progress on key financial, infrastructure and project execution metrics.

  • Manages and develops team members to build capability and improve collaboration, resulting in higher engagement and productivity.

  • Develops and manages departmental budgets to allocate resources effectively and meet operational targets.

  • Defines and monitors departmental KPIs to identify trends and drive continuous improvement.

  • Leads, models and ensures consistent application of policies and regulatory standards across teams to support ethical operations and mitigate compliance risks.  

  • Leads and validates the planning and execution of restoration and emergency preparedness activities to strengthen operational resilience and response capacity.

  • Assumes and oversees expanded duties aligned with organizational priorities and professional scope to drive departmental effectiveness and strategic alignment.

    Additional Job Description:

    Education

    • Bachelor of Science Degree in Engineering.

    • Bachelor of Science Degree in Electrical Engineering is preferred.

    Experience/Skills

    • 5 to 7 years of experience in a similar functional role in Electrical Systems Engineering/Planning, with at least 3 years of directly supervising employees, leading teams, managing budgets, and overseeing projects in a supervisory capacity.

    • Familiarity with power flow evaluation tools (PSSE, PSLF, TARA), and production cost modeling tools (PLEXOS, ProMod, Aurora)

    • Familiarity with the NERC Regulatory Framework and applicable standards including TPL, MOD, FAC, PRC.

    • Experience managing day-to-day operations, teams, defining work plans and achieving departmental objectives.

    License/Certifications

    • Valid Driver's License.

    • Professional Engineer or Professional Licensee designation & be a member of the Puerto Rico Association of Engineers and Surveyors is preferred.
