[What the role is]
This role advances Singapore's international profile and economic interest through the development of a robust treaty network, resolution of international tax issues and participation in international tax.[What you will be working on]
Tax Treaty:
- Carry out discussions with relevant agencies and Ministry of Finance (MOF) on tax treaty policies and issues
- Prepare for and participate in the negotiation of tax treaties and in drafting tax treaty provisions
- Prepare for and participate in Mutual Agreement Procedure negotiations on tax treaty application
- Develop responses for requests for clarifications on tax treaty interpretation
- Attend and prepare for international meetings on matters pertaining to tax treaties
- Draft and review treaty provisions and interpretive guidance as part of the work under the OECD/G20 BEPS Inclusive Framework’s efforts to develop the Two-Pillar solution to tackle the challenges of the taxation of the digital economy
- Formulate approach for implementing the treaty aspects of the Two-Pillar Solution, in consultation with relevant stakeholders
International Engagement:
- Sense-make and perform assessment on international tax developments that may impact Singapore
- Cultivate and deepen relationships with foreign tax administrations and counterparts through organising and participating in events to share knowledge and expertise on tax administration and international tax matters
- Formulate and coordinate a coherent international engagement strategy for whole of IRAS
International Tax Policy:
- Monitor international trends and developments, changes in business environment to identify tax treaty issues for review
- Conduct tax treaty policy review supported with the use of data, inputs from design projects and feedback obtained from stakeholders engagement
- Provide advice or trainings on technical international tax issues
Enhancements & Continuous Improvements:
- Identify opportunities and apply knowledge of relevant technologies (e.g. RPA, data analytics) or methodologies (e.g. BI & Design) to improve the review and development of tax policies
- Participate and contribute in key activities and milestones in the implementation of digital projects
Requirements:
- Degree in any discipline (Accountancy, Business, Economics preferred)
- Minimally 1 year of experience in tax related work
- Good written and verbal communication skills
- Good interpersonal and influencing skills
- Strong analytical and decision-making skills and good grasp of tax and related legal issues
- Meticulous and concerned with details
- Resourceful and able to work independently
- Strong team spirit, positive attitude, and willingness to learn, experiment and innovate
*All successful hires will be offered a 2 year contract in the first instance
