General Accountability

Responsible for managing and monitoring the monthly collection of broker and issuer receivables, the accounting for premiums, fees, commissions and other broker remuneration, issuer fees and premium taxes for the Auto Fund and SGI CANADA. Works collaboratively with internal/external business partners including the Auto Fund division, auditors, brokers/issuers, insurance regulators and other government agencies for financial reporting and budgeting purposes.

Key Accountabilities

Financial Analysis and Performance Measurement

  • Analyzes complex financial situations or problems, prepares financial assessments and recommendations re: implementing accounting standards, changes, processes, etc.

  • Manages operational performance against key business metrics and documents pertinent financial highlights.

  • Supports development of the department operating budget as well as develops or reviews the Auto Fund bank and merchant card budget, premium financing revenue and broker loan revenue budgets, including budget variance analysis.

  • Stays current with Auto Fund related Acts and Regulations to ensure proper recording of monies related to Auto Fund financial information.

Financial Accounting, Policies and Controls

  • Manages and monitors the appropriate application of International Financial Reporting Standards (IFRS) to the recording, interpretation and reporting of premiums, fees, commissions (and other broker compensation), issuer fees and taxes (premium & commodity) for the Auto Fund and SGI CANADA thereby contributing to effective financial reporting.

  • Manages and monitors:

    • recording of premiums, fees, commissions and taxes (premium and commodity) to ensure accurate recording of revenue and expense related transactions.

    • the administration of timely payments to issuers/brokers (commissions) and customers (refunds).

    • the monthly collection of funds from issuers/brokers (receivables/bank deposits) and customers (Auto Pay, monthly payment plan).

    • the status of individual broker and issuer accounts receivable i.e. reconciliation and distribution of issuer and broker statements.

    • authorizations for employee access and updating of trust account information at banks and credit unions.

Financial/Business Systems Support

  • Liaises and consults with Information Systems and business areas on the delivery of business system and process activities and to resolve complex and escalated issues.

  • Ensures business resources are made available and financial component enhancements to the Auto Fund application are prioritized and managed to maintain adequate controls, financial reporting capabilities and finance processes.

Financial Reporting

  • Manages the accurate and timely recording of Auto Fund and SGI CANADA financial information for premiums, fees, commissions (and other broker compensation), issuer fees and taxes (premium & commodity) for the Auto Fund and SGI CANADA.

  • Manages the administration of accurate and timely recording and payment of revenue collected by the Auto Fund on behalf of the Ministry of Finance. Approves quarterly reports and reconciliation of payments to the Ministry.

  • Manages and reviews the preparation of reports including Superintendent of Insurance annual and quarterly reporting and various other external reports.

People Leadership

  • Builds a high performing workforce by actively leading human resource activities.

Corporate Management

  • Ensures programs and policies are in alignment with corporate, strategic and divisional strategies. 

  • Manages risk in area of authority.

  • Prepares, reviews, manages and/or approves departmental/divisional budgets.

  • Prepares decision requests, decision and/or information items and/or SGI board items.

  • Ensures that the Health, Safety and Emergency Management Policy is applied in area of responsibility, including development, implementation and managing of program components specific to departmental health and safety requirements. 

  • Makes decisions for departmental operations that are efficient, effective and in alignment with strategic direction and priorities.

  • Ensures department and program policies, procedures and guidelines are in compliance with applicable federal and provincial legislation and regulations; implements and evaluates changes to legislation and regulations in area of authority.

  • Establishes and maintains an effective system of internal controls to support reliable financial reporting and compliance in accordance with applicable laws and regulations within the span of control and communicates the importance of internal controls to staff.

Education and Experience

  • A four-year degree from an accredited post-secondary educational institution in a relevant field of study such as Business.

  • A Chartered Professional Accounting (CPA) designation.

  • Eight years’ experience comprised of four years leadership experience and four years with increasing responsibility in the field of accounting or finance management.

Knowledge, Skills and Abilities

  • Knowledge of and skill in applying International Financial Reporting Standards.

  • Knowledge of financial analysis methods and tools.

  • Knowledge of financial planning, control techniques and procedures.

  • Knowledge of financial recording, reporting, and operating reports.

  • Knowledge of business processes and internal controls and how they interact to support corporate operations.

  • Knowledge of Canadian and Provincial taxation and the insurance industry.

  • Knowledge of project management methodologies and techniques required to plan, manage and execute projects.

  • Knowledge of organizational units and how they interact to support the corporation’s operations.

  • Knowledge of how financial information contributes to management understanding and decisions.
