We are seeking a Proposal Operations Manager 3 with experience, vision, and people skills to execute highly effective proposal efforts with multifaceted teams. The Proposal Operations Manager 3 will lead proposal teams across the division to ensure successful, compliant, and on-time proposal submissions.

Proposal support includes sector and division priority wins, along with support for other proposals in the division and business units. This individual will be onsite at our Woodland Hills, CA facility and must be willing and able to travel as needed (up to 25%). Responsibilities include, but are not limited to:

  • Leading and managing large, complex proposals in response to RFIs, RFPs, and BAAs from DoD, other U.S. Government agencies, international and commercial customers.

  • Supervising and mentoring Proposal Operations staff, including driving proposal operational efficiency initiatives for process improvements, training, and development.

  • Managing Win Center facilities, budget planning, and securing maintenance of equipment and technology tools.

  • Managing Business Resumption Planning and emergency oversight of the Win Center facilities.

  • Providing pre-proposal planning support to the Capture Manager, including RFP shaping, strategy, and development of capture related products, and collaborating with the Capture Manager on proposal execution approach and team staffing.

  • Working with the Capture Manager and core team to develop win themes, messages, discriminators, and key features of our offering.

  • Providing leadership in AI adoption for capture and proposals, including liaising with Northrop Grumman corporate initiatives to ensure implementation and sustainment.

  • Communicating and maintaining annual training calendar for capture and proposal teams to build skills sets for best execution capabilities.

  • Articulating and enforcing proposal roles and responsibilities for all members of the proposal team.

  • Maintaining virtual and physical workspace for proposal execution and ensures configuration control of proposal documents.

  • Defining all RFP required proposal deliverables and ensures 100% compliance with solicitation documents.

  • Developing and executing the Proposal Development Plan, including schedule.

  • Preparing for and leading the proposal kick-off meeting with the Capture Manager.

  • Preparing for and leading proposal stand-ups and status meetings.

  • Managing schedule, work progress, and proposal risk.

  • Scheduling and overseeing proposal color reviews (strategy, story mapping outlines, iterative draft reviews, and final draft).

  • Reviewing proposal content for compliance with solicitation instructions, clarity, accuracy, and consistency across volumes.

  • Finalizing proposal documents for delivery.

  • Developing and implementing a plan for post-submittal customer questions and response phase.

  • Exemplifying Northrop Grumman values and leadership behaviors.

  • Enforcing compliance with Northrop Grumman procedures, policies, and processes.

Primary Level Salary Range: $159,500.00 - $239,300.00

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
