Northrop Grumman Mission Systems (NGMS) Sector seeks a Program Manager 2 to lead existing and future contract and non-contract efforts and future proposals for the Advanced Mission Capability- Electro Magnetic Maneuver Warfare (EMW) Operating Unit. The selected individual will be onsite in our Camarillo, CA facility.

What you'll get to do:

Support Proposals

  • Support the senior program manager in pre-proposal planning, including RFP shaping, response strategy, and development of capture-related products.

  • Support proposal execution approach, team roles and responsibilities, schedule, and staffing requirements.

  • Lead and manage responses to streamlined offers from our prime contractors including evaluations of supportability using accurate basis of estimates for pricing and resources.

Manage Programs

  • Lead and direct cross-functional Integrated Program Team (IPT) throughout all program phases from inception through completion.  Manage cost, schedule, and technical performance.  Participate in negotiation of contract and contract changes.

  • Interface with customers for program activities.  Cultivate customer relationships and intimacy to refine and shape future opportunities. 

  • Creation, review and finalization of the program Statement of Work.

  • Identify, distribute, track, and ensure completion of program requirements.

  • Develop and adhere to budget baselines utilizing Earned Value Management (EVM) or similar cost & schedule control methodologies and tools.

  • Identify, allocate and manage program resources, including workforce, tools, and facilities.

  • Ensure program team understands and adheres to contract scope, and manage change through control board activities.

  • Develop and ensure adherence to master plans and schedules

  • Manage Government/customer supplied property or information (GFE, CFE, etc.).

  • Supervise team adherence to all internal processes, policies, and applicable industry standards.

  • Support program reviews with internal and external customers.

  • Develop and deliver presentations to customers, executive management, and other program stakeholders.

  • Identify, mitigate, and capture risk and opportunity.

  • Develop new business opportunities through long term strategic planning, capture planning, and development of proposals and business plans.

  • Participate in the negotiation of contracts, contract changes, specifications, operating budgets, schedule milestones, and key terms and conditions.

Basic Qualifications:

  • Bachelor's Degree and 8 years, or Master's and 6 years' experience supporting U.S. Government contracts and customers and/or program management in other industries or closely related experience.

  • Demonstrated experience leading diverse teams with varied scope of work and experience managing multiple contracts.

  • Demonstrated experience training, leading and directing activities of team members through execution of a formal proposal process.

  • Demonstrated experience managing fixed-price proposals greater than $10M in value.

  • US Citizenship required.

  • Active U.S. Government Secret clearance required to be considered and the ability to obtain and maintain a U.S. Government Top Secret clearance and Special Access Program clearance.

Preferred Qualifications:

  • Active U.S. Government Top Secret clearance and Special Access Program clearance.

  • Demonstrated experience with organizational and leadership skills in creating successful programs supporting U.S. Federal and/or DoD customers

  • Demonstrated experience with U.S. Navy Airborne Electronic Attack portfolio, products, and customers.

  • Demonstrated experience proposal leadership experience on Sector- or Corporate-signoff proposals.

  • Demonstrated success leading programs supporting multiple customers

  • Software design and release cycle experience

  • DOD capture experience specifically with IDIQ contracts

  • Demonstrated experience with Cost Account Management (CAM) and staffing demand estimation. 

  • Project Management Professional (PMP) or equivalent certification.

Primary Level Salary Range: $161,100.00 - $241,700.00

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
