Northrop Grumman Mission Systems (NGMS) is seeking a Manager Programs 1. This position will be located on-site in Woodland Hills, California and will support Navigation Solutions for the Navigation Intelligence and Connectivity (NIC) Business Unit (BU).

This position is 100% on-site.

What You’ll Get To Do:

The primary objective will be the delivery of all contractual requirements on cost and on schedule, while achieving all technical requirements and creating customer intimacy to support value creation strategies and actions.  Reporting to the EGI-M Program Manager, the Deputy Program Manager will support the implementation and execution of customer contractual direction. The DPM will also represent the EGI-M Program Office on behalf of the Program Manager as needed, participating in customer meetings, technical reviews, and business operations activities such as risk and opportunity management, Earned Value Management System (EVMS) reviews, and schedule oversight. Key responsibilities will include:

  • Program Leadership: Support the Program Manager in overseeing the execution of the EGI-M Program to meet contractual commitments, customer requirements, and operational goals. Clearly communicate presentations to customers, executive management and other program stakeholders

  • Cross-Functional Collaboration: Lead integrated teams, mentor team members, and foster a culture of fiscal discipline, innovation, and accountability.

  • Customer Engagement: Develop and maintain strong customer relationships, serving as the face of the program in high-visibility meetings, technical reviews, and business discussions.

  • Risk & Opportunity Management: Drive risk identification, mitigation planning, and realization of opportunities to achieve favorable program outcomes.

  • Schedule & Budget Management: Develop and control master plans and schedules, oversee cost baselines using Earned Value Management (EVM) principles, and maintain accountability for financial and performance metrics.

  • Technical Oversight: Participate in design and program reviews, ensuring program technical performance and risk mitigation strategies are on track. Ensures program team understands and adheres to contract scope and manages change through established processes.

Basic Qualifications:

  • Bachelor’s Degree and 5 years’ experience supporting US Government contracts and/or customers in a project/technical lead role; OR a Master’s degree and 3 years’ relevant experience

  • Demonstrated experience performing data driven analysis to identify program risks, develop recommendations, and resolve technical or schedule issues. 

  • Demonstrated experience managing multiple concurrent tasks or workstreams, meeting deadlines in both independent and team environments.

  • Demonstrated experience leading cross-functional teams, including responsibility for technical execution, budget tracking, and risk/opportunity management activities. 

  • Demonstrated experience overseeing program cost, schedule, and technical performance, including maintaining tasks within budget and schedule baselines.

  •  Demonstrated hands-on experience applying Earned Value Management System (EVMS) to generate cost/schedule performance metrics and produce formal monthly or quarterly performance reports.

  • Demonstrated experience leading program tasks to meet cost, schedule, and technical requirements as a Project Lead, Integrated Program Team (IPT) Lead, or Cost Account Manager.

  • Ability to obtain and maintain a DoD Secret clearance.

Preferred Qualifications

  • Active D0D Secret clearance.

  • Demonstrated technical background and/or experience managing development efforts.

  • Experience in the aerospace/defense industry or within the Department of Defense or NASA.

  • PMP certification.

  • Experience with Lean, Six Sigma, Agile methodologies.

  • Experience with DO-178 & DO-254.

Primary Level Salary Range: $1,000.00 - $1,000.00

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
