REPORTS TO: Director Program Finance
SUPERVISES: Financial Analyst I, II, III
AUTHORITIES / RESPONSIBILITIES:
Principle point of contact for all financial matters for Program Financial matters
Leads those individuals within area of responsibility by ensuring that personnel perform job duties accurately as well as manage and distribute required reports to management on a timely basis
Develops collaborative solutions on various financial issues for respective Program Directors and other Executives
Manages customer relationships with Program Finance POCs
Supports Program Executives, Directors and Project Managers, for respected program meetings and executive briefs related to Finance
Liaison between Program Office, Support departments and Finance to provide expertise and guidance for all program financial questions
Designs and provides monthly analysis and a wide variety of analytical data involving the program revenue and cost impacts, including variance analysis explanations
Creates cost efficiency strategies to enable respective Programs to meet or exceed Company financial goals
Communicates professional risks, opportunities, and potential concerns about the program to the respective Program Executive
Generates Monthly Progress Summaries w/ analysis and provides to respective Executive for review and submittal to President
Works with respective program offices to ensure forecast model reflects planned activities and milestones based on programmatic data. Provides this forecast data to Financial Analysis for reporting on a consolidated basis.
Assists Financial Analysis department in modeling “what-if” scenarios
Recommends and supports comprehensive Estimate at Completion (EAC) reviews
Channels Program Management EACs accurately to the Financial Analysis
Provides key information to support Baseline setting or initial EACs based on historical and program knowledge
Supports ongoing audits and compliance requirements for assigned programs
Coordinates with major Subcontractors with regards to financial concerns and reporting
Develops, critically reviews, and documents policies and procedures related to area of responsibility and ensures implementation of these policies and procedures, while ensuring compliance with applicable regulations
Maintains compliance with Company policies and procedures
Support the Estimating Business System initiative in response to RFP or RFQ requirements to ensure management reviews and financial data are in accordance with DFARs Cost Estimating System Requirements.
QUALIFICATIONS / KNOWLEDGE / EXPERIENCE:
Requires at least a Bachelor’s in accounting, Business, Engineering or a related field and 5+ years of in-depth experience covering manufacturing, government contracting, and/or construction, including at least 2 years of supervisor experience.
Possession of a Master's in Business Administration and/or CPA/CMA preferred
Ability to multitask, delegate and work quickly under pressure.
Government contracting experience required
Proven ability to analyze data and cost, including labor, materials and overhead in relationship to budgets and then effectively communicate the analysis to CAMs, management, directors, executive levels and government representatives as required
Demonstrated experience analyzing financial results, preparing results for presentation and then presenting the results to executive levels of management and/or government representatives required
Proficient in working with an Enterprise Resource Planning system
Advanced knowledge of Excel, Access, Word and PowerPoint
Expanded knowledge of contract types
Decisive and action oriented. Capable of making a decision and executing it.
Strong written and verbal communication skills
Ability to work a flexible schedule

DIRECTION EXERCISED: Provides direction to subordinates and other employees within the Company regarding Company policies and procedures.
DISCRETION EXERCISED: Exercises a wide degree of latitude and creativity. Relies on extensive experience and judgment to plan and accomplish goals.
LIAISES WITH: Executive Leadership, all levels of Management within the organization, Program Office personnel, Company Control Account Managers, Finance department personnel, Customer representatives, Government Representatives, Internal and External Auditors.

The ability to obtain and maintain a DoD clearance may be required if deemed necessary in the scope of your position responsibilities.
