[What the role is]
This role is responsible for formulating regulatory and operation policies, and processes relating to telcos’ use of space and land to provide telecom services. This includes long-term planning for developments to cater for relevant infrastructure upfront, establishing clear rules of engagements for access by telcos, and establishing the roles and responsibilities between development owners vis-à-vis telcos. These cover both public and private land/development owners. These are in support of IMDA’s vision of a building a vibrant, world class info-communications sector that drives the Digital Economy.
[What you will be working on]
- Policy development and review of infrastructure and access matters, which may include reviewing the Telecommunications Act, the Code of Practice for Info-communication Facilities in Buildings and guidelines pertaining to telecommunication infrastructure deployments.
- Operationalise and implement policy frameworks, in particular for major infrastructure developments involving national/public locations and very large developments.
- Liaise and coordinate with internal divisions (e.g., standards division, consumer fronting division, legal division) to formulate and implement recommendations, as well as take enforcement actions.
- Liaise and coordinate with external stakeholders (other government agencies that manage land resource matters and infrastructure deployment in public areas (e.g., roads, footpath, planting verge, etc)) to facilitate space/land planning and/or allocation for telcos’ deployments.
- Liaise and coordinate with telcos to implement government initiatives (e.g., Geospatial related projects, implementation of utility services ducts, etc).
[What we are looking for]
- Background in Public Policy, Engineering, Business, Legal or related areas.
- Minimum 10 years of experience and those with prior experience in the infocomm industry, civil works and/or knowledge of regulatory concepts and frameworks would be an advantage.
