JOB PURPOSE
As the Human Resources Manager for our manufacturing and technical center site in Blois, France, you will lead the local HR agenda end-to-end and act as a strategic partner to the Site Manager and leadership team. You will translate PHINIA’s global people strategy into local priorities that support safety, quality, productivity, and employee engagement, while ensuring full compliance with French labor legislation and site agreements.KEY RESPONSIBILITIES
Strategic Leadership
Lead the HR function and team for the site, driving the annual HR plan, budget, workforce planning, and key people metrics aligned with plant objectives (safety, quality, delivery, cost).
Advise and coach site leadership on organization design, leadership capability, and change management; ensure HR priorities are embedded in daily operations and continuous improvement routines.
Continuous Improvement
Recommend and implement innovative HR practices, systems, and policies that improve efficiency and employee experience.
Promote digitalization and process improvement across HR operations.
Employee Relations
Lead employee relations on site with a strong shop-floor presence; build constructive social dialogue and act as HR lead for employee representatives/CSE in coordination with site and regional stakeholders.
Ensure compliance with French labor law (Code du travail), collective agreements/site agreements, Social Security requirements, and HSE obligations (including coordination with Occupational Health services).
Manage disciplinary procedures and investigations (including sanctions and dismissals) in line with French legal requirements and internal policies; ensure robust documentation and respectful handling of grievances.
Talent Acquisition
Lead recruitment and selection efforts, ensuring fair and inclusive practices.
Partner with global teams and local agencies to attract, select, and onboard the best talent.
Support employer branding activities in France to strengthen PHINIA’s reputation as an employer of choice.
Compliance Champion
Ensure compliance with French employment and payroll regulations (including declarations and mandatory reporting) as well as internal controls and audit requirements.
Maintain accurate HR administration and statutory documentation (e.g., personnel files, mandatory registers) and support site-level reporting required by authorities and PHINIA.
Serve as the primary HR contact for external bodies when needed (e.g., Inspection du travail, occupational health providers, auditors) in coordination with site leadership.
Compensation and Benefits
Support and administer competitive and compliant compensation and benefits programs, in alignment with French market benchmarks and global guidelines.
Oversee payroll inputs and monthly processes (paie) in collaboration with Finance and the payroll specialist; ensure accuracy of time/attendance, premiums, and contractual elements for a shift-based population.
Training and Development
Build and deliver the site training plan (plan de développement des compétences) in partnership with managers, ensuring coverage of mandatory training (HSE, compliance) and skills development for production roles.
Ensure training activities meet local compliance requirements (e.g., health & safety, ethics).
Talent Management
Drive talent and performance management processes, supporting succession planning and leadership development.
Identify and develop high-potential employees to ensure organizational continuity.
Community and Culture Ambassador
Represent PHINIA in local community and CSR activities, demonstrating our commitment to integrity, inclusion, and social responsibility.
Support initiatives that promote employee engagement, recognition, and belonging across the plant.
What we are looking for:
Education/Experience
Bachelor’s degree in Human Resources Management, Business Administration, Psychology, or a related field — a strong educational foundation is essential.
Master’s degree in Human Resources, Organizational Development, or related discipline (preferred).
Professional HR certifications are a plus (e.g., ANDRH/other local equivalents), as well as demonstrated continuing professional development.
8-10+ years of related experience with increasing responsibility, 3-5+ years as HR Manager
Experience in a manufacturing/industrial site in France (shift environment), including social dialogue with employee representatives/CSE, is strongly preferred.
Strong working knowledge of French labor law (Code du travail), employee relations practices, and HSE/occupational health requirements in an industrial setting.
