Functional (job responsibilities)
Strategy and Implementation
Translate HLISB’s VBI and sustainability vision into actionable strategies and key performance indicators (KPIs) across all divisions.
Lead the implementation of HLISB’s VBI Roadmap and Impact Measurement Framework, ensuring alignment with BNM’s VBI guidance and the MIFC “Islah” position paper.
Integrate Maqasid al-Shariah and ESG principles into business planning, product development, risk assessment, and investment decisions.
Partner with PFS, BCB to design and deliver VBI-aligned products
Social Finance and Financial Inclusion
Lead the design and execution of social finance initiatives including iTEKAD, Cash Waqf, Zakat-linked financing, and blended finance collaborations.
Strengthen partnerships with NGOs, foundations, state religious councils, and government agencies to deliver inclusive financial solutions for B40, micro-SME, and underserved segments.
Develop frameworks for impact measurement, transparency, and outcome reporting for social finance projects.
Support integration of social finance products into HLISB’s digital ecosystem to promote access and participation.
Sustainability and ESG Integration
Support the development and monitoring of the Bank’s Sustainability Framework and Disclosure Report in compliance with BNM and Bursa Malaysia requirements.
Work with Risk, Credit, and Compliance to embed ESG and climate risk assessment tools (e.g., CCPT, TCFD) within business processes.
Coordinate annual sustainability and impact reporting, ensuring visibility of HLISB’s progress toward Net Positive and Maqasid-based outcomes.
Conduct staff awareness programmes and internal campaigns to nurture a sustainability-driven and values-based culture.
Stakeholder Engagement and Thought Leadership
Represent HLISB in industry platforms (AIBIM, MIFC Business Network, BNM Working Groups) related to VBI, ESG, and sustainability.
Build partnerships with universities (e.g., UUM ISGaIF, INCEIF, IBFIM) to co-develop Islamic social finance research and youth empowerment initiatives.
Prepare presentations, reports, and communication materials for the CEO, Board, and regulators on VBI performance and sustainability milestones.
Contribute to HLISB’s external positioning as a champion of Value-Based Intermediation and Islamic sustainability leadership.
To prepare VBI Assessment Report and Tracker monthly update to Management Committee meeting;
To assist in the preparation of updates to the Board for all matters relating to VBI;
As and when required, to assist in the preparation of special paper(s) for Joint Board and Shariah Committee meeting;
As and when required, to assist in the preparation of papers/ reports to Board/ BARMC and any other Bank Committees
Organizational (organizational responsibilities)
Champion HLISB’s purpose-driven culture—integrating Shariah values, inclusivity, and ethical finance in decision-making.
Ensure all sustainability and VBI initiatives adhere to BNM, Shariah, and corporate governance standards.
Promote cross-functional innovation to embed VBI into the Bank’s digital strategy, product propositions, and community programmes.
Support the Bank’s participation in national and regional dialogues on Islamic sustainability, ESG, and social impact.
Experience/Requirements
Bachelor’s Degree in Finance, Economics, Sustainability, Shariah, or related field. Master’s preferred.
Minimum 7 years’ experience in Islamic banking, sustainability, ESG, or VBI-related functions.
Strong understanding of BNM’s VBI framework, ESG standards (TCFD, CCPT, TNFD), and Maqasid al-Shariah principles.
Proven track record in leading sustainability or social finance projects with measurable impact.
Excellent stakeholder engagement, communication, and project management skills.
