Project Descriptions

Meeting Targets and Maintaining Epidemic Control (EpiC) is an eight-year (2019–2027) global health initiative project funded by President’s Emergency Plan for AIDS Relief (PEPFAR) and the United States Government (USG). EpiC has a global presence and extensive breadth and depth of technical experience. In FY26, EpiC’s scope in Colombia has expanded to include Maternal, Newborn & Child Health (MNCH).

STRengthening Infectious disease DEtection Systems (STRIDES) is the United States Government’s flagship project for global health security. It aims to strengthen countries’ capacity across laboratory and surveillance systems to prevent, detect, and rapidly and effectively respond to emerging infectious diseases and other public health threats. STRIDES is a global mechanism, a contract with a five-year (2024–2029) period of performance, led by FHI 360 as the prime, with core partners such as Black & Veatch focusing on biosecurity and biosafety and PATH on surveillance activities.

Job Summary:

FHI 360 is recruiting two Finance and Operations Managers located in Bogotá, Colombia, to support the EpiC and STRIDES projects.

They will manage, prepare, administer and direct the control of the budget. Manage the activities of the financial analyst staff. Review and approve recommendations for financial planning and control, providing relevant fiscal information to executive or senior management team. Assist with development and management of internal financial audits. May develop formal reporting system to communicate results of audit activities to management and regulatory compliance agencies. Provide leadership and technical guidance for compliance with Generally Accepted Accounting Procedures (GAAP). Knowledge of Cost Accounting Standards (CAS) and Federal Acquisition Regulations (FAR) may also be required. Experience in comprehensive management of business support and compliance functions in organizations funded via government, contracts and grants, foundation, and commercial sources. Select, develop and evaluate personnel to ensure the efficient operation of the function.

Accountabilities:

  • Review and analyze monthly financial reports regarding budgets- actual and forecast.

  • Provide recommendations and consuls with management on financial projects and compliance.

  • Participate and provide financial reporting for annual budget planning, audit reviews and assessments.

  • Engage in the more critical and confidential aspects of financial analysis.

  • Duties require broad conceptual judgment, initiative and ability to deal with a wide range of finance issues.

  • Work with confidential data, which if disclosed, might have significant internal and / or external effect.

  • Keep abreast of the latest trends in financial accounting and mentors staff.

  • Build and train staff on financial policies and procedures, GAAP practices and client relationships.

Applied Knowledge & Skills:

  • Comprehensive knowledge of concepts, practices, and procedures with accounting, financial controls and financial information systems.

  • Excellent oral and written communication skills.

  • Excellent and demonstrated project management skills.

  • Ability to influence, motivates, and negotiates and work will with others.

  • Is well-versed in state and federal laws and regulations that have impact on financial analysis and management controls.

  • Have familiarity with Sarbanes-Oxley (SOX) and experience with automated financial reporting, government accounting practices, Cost Accounting Standards (CAS), and Federal Acquisition Regulations (FAR) systems.

  • Sound knowledge and past experience with Generally Accepted Accounting Principles (GAAP) practices and reporting guidelines.

  • Must have excellent organizational, supervisory, leadership and managerial skills.

  • Ability to provide strategic leadership and advice to team, exchange information and collaborate with colleagues and peers within and outside the organization.

  • Possess a full understanding of the organizational structure, policies and practices, and the impact on own area and the entire organization.

  • Must have excellent communication, diplomatic and negotiation skills.

  • Ability to multi-task and meet deadlines in a timely manner.

Education: **

  • Bachelor's Degree or its International Equivalent.

Experience: **

  • Minimum of 5-8 years related work experience, including 3 years in management and 3 years working at the corporate or organization level.

  • Past experience managing a financial analysis department is required.

  • Must be able to read, write and speak fluent Spanish.

  • Experience working with an international non-governmental organization (INGO).

Typical Physical Demands:

  • Typical office environment.

  • Ability to spend long hours looking at computer screens and doing repetitive work on a keyboard.

  • Ability to sit and stand for extended periods of time.

  • Ability to lift/move up to 5 lbs.

Technology to be Used:

  • Personal Computer/Laptop, Microsoft applications (i.e., Office 365, SharePoint, Skype/Zoom/Teams), cell phone/mobile technology, and standard office equipment.

Travel Requirements:

  • Less than 10%

The expected hiring salary range for this role is COP 130,000,000 - 170,000,000 annually for basic salary. When determining an offer amount, FHI 360 factors in multiple considerations, including but not limited to: relevant years of experience and education possessed by the applicant, internal equity, market pay,  and budget.
