Job Summary: This position is part of the Warfare Centers Personnel Demonstration Project. The ND-5 pay band encompasses positions equivalent to GS-14 and GS-15. You will serve as the Branch Head of the Target Vulnerability & Systems Effectiveness Branch (Code H31) within the Weapons Control & Integration Department, Weapon Systems Integration and Weapons Effectiveness Division of the Naval Surface Warfare Center Dahlgren Division.

Major Duties:

  • You will lead and manage the research, development, engineering, testing, and assessment of innovative solutions for the warfighter.
  • You will set the goals for the branch, provide overall technical oversight to ensure the quality and integrity of the products, and advance the professional development of branch employees, including recruiting and retention of personnel.
  • You will perform the full range of technical and administrative supervisory functions, will have delegated responsibility for most human resources actions, and will make recommendations concerning human resources matters.

Qualifications: This is an interdisciplinary position and may be filled by a General Engineer (0801-series), a Mechanical Engineer (0830-series), an Electrical Engineer (0850-series), an Operations Research Analyst (1515-series), or a Computer Scientist (1550-series) depending upon the qualifications of the candidate. In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the ND-4 pay band (GS-12 and GS-13 equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: As a professional engineer or scientist overseeing, coordinating, or evaluating engineering programs, resources, and work performance. Examples of qualifying experience may include (1) leading, managing, and motivating a workforce, providing for personnel development and retention, organizing the organizational tasks and resources effectively, and conducting hiring and recruiting; (2) providing technical and strategic leadership for a multi-functional team of scientists and engineers executing systems engineering, target/threat analysis, and weapons system lethality; (3) ability to provide technical and administrative leadership including strategic planning, relationship development, overall task coordination, budget administration, and resource management for a highly capable branch unit in a research and development environment.
