Manager, Contracts Administration & Compliance

The Contract Administration and Compliance Team are responsible for driving obligations management, contract administration and compliance activities for key federal, state, and local government contracts, such as the General Services Administration (GSA) and Federal Library and Information Network (FEDLINK) supply schedules and State/Local Master Statewide Agreements (MSAs). The Manager, Contracts Administration & Compliance, is a key role supporting Thomson Reuters’ federal and state government business. This position requires a knowledgeable and proactive person to take ownership of all activities relating to contract management, compliance and obligation management activities for our key federal and state government contracts.

About the Role
In this opportunity as Manager, Contracts Administration & Compliance, you will:

  • Lead a team of contract specialists, fostering a high-performance culture.
  • Manage contract administration and compliance activities including annual pricing reviews, contract modifications, contracting vehicle initiatives, and recordkeeping.   
  • Support the ongoing evolution and execution of the overall government contracting and compliance program, including alternative and additional contracting vehicles. 
  • Serve as the primary point of contract for government contracting officers and agency representatives.
  • Monitor contract performance, funding limits, and delivery schedules to ensure organizational alignment with contractual obligations.
  • Manage contract compliance activities including oversight of timely federal contract reporting and fee payment requirements, timely state government MSA contracts reporting and fee payment requirements.   
  • Work closely with colleagues across various departments including the General Counsel’s Office, sales channels, and segments (government, legal, print and tax & accounting), finance and various enabling functions to provide strategic advice and contract interpretations, product offerings and pricing to ensure regulatory and contractual compliance.
  • Respond to compliance inquiries from internal stakeholders.
  • Provide training to internal stakeholders related to government contracting compliance, and other trainings as appropriate.
  • Develop, implement and maintain internal compliance policies, procedures, and training programs related to government contracting.
  • Lead all external government audits (e.g., DCAA, DCMA, GSA OIG). 
  • Keep leadership informed of emerging regulatory changes (FAR, DFARS, state laws) and lead organizational change management to maintain compliance. 
  • Lead the ongoing development of best practices and streamlining of processes and tools, including the use of AI. 
  • Lead contract administration and compliance projects and initiatives. 
  • Maintain, update, and enhance internal process documents for administering key government contracts.
  • Other duties as assigned.

About You
You're a fit for the role of Manager, Contracts Administration & Compliance if your background includes:

  • Have a minimum of a bachelor’s degree.  Juris doctorate (J.D.) preferred.
  • Demonstrated people leadership and/or supervisory/management experience.
  • 5+ years of experience in government contracting with a law firm, corporate legal department, or government agency.
  • Have a strong background in state and federal government contracts administration and compliance activities specifically related to GSA and FEDLINK, as well as MSAs.
  • Have in depth knowledge of government procurement/contracting laws, rules and regulations including, but not limited to, commercial items contracting requirements, Federal Acquisition Regulations (FAR), Defense Federal Acquisition Regulations (DFAR), and standard government contract types.
  • Have experience engaging with government contracting officials, system integrators, prime contractors, subcontractors, and resellers.
  • Excellent problem-solving skills and decision-making skills that support accomplishment of discipline objectives to resolve complex problems and minimize risk to the corporation.
  • Demonstrated ability to interpret, analyze and organize detailed compliance and legal materials.
  • Can plan, organize, and manage multiple projects and adapt to changing priorities.
  • Ability to establish and maintain strong working relationships with internal and external business customers.
  • Exceptional negotiation, analytical, and written/verbal communication skills, including the ability to translate complex regulatory requirements into actional business guidance.
  • Have a high level of initiative and ability to perform in a fast-paced, matrix environment with the ability to work independently, ensuring high levels of collaboration with stakeholders and subject matter experts.
  • Have excellent PC skills and comfort learning new software solutions.  High level of skill with SAP, Excel, PowerPoint, Word, SharePoint, AI tools, etc.
  • It must be comfortable communicating across all levels of our organization and leading projects across various departments.

  • NCMA Certification such as CFCM or CPCM is highly preferred.

Thomson Reuters complies with local laws that require upfront disclosure of the expected pay range for a position. The base compensation range varies across locations. For any eligible US locations, unless otherwise noted, the base compensation range for this role is $119,700 USD - $222,300 USD. Base pay is positioned within the range based on several factors including an individual’s knowledge, skills and experience with consideration given to internal equity. Base pay is one part of a comprehensive Total Reward program which also includes flexible and supportive benefits and other wellbeing programs. This role may also be eligible for an Annual Bonus based on a combination of enterprise and individual performance.
