Overview

The Manager-Arts Programs manages, implements, and facilitates the programs, project, and arts initiatives for City of Dallas Arts and Culture. Administers programs, coordinates funding, monitors implementation, and directs personnel supporting programs.

Essential Functions

1 Manages, oversees, and facilitates the development and implementation of the arts programs serving the city; develops and implements goals and objectives to ensure professional execution and delivery.

2 Supervises, manages, and monitors all staff providing program support and expertise for the City; determines workflow and delegates tasks, oversees implementation of programs and projects, and provides performance feedback, support, and direction.

3 Advocates for program funding and assists in the disbursement of grants and other monies supporting arts programs; adminsters programs to ensure appropriate allocation of funding and fosters strong partnerships to grow and strengthen arts programs.

4 Develops, prepares, and administers operating and capital improvement budgets and fund raising efforts; tracks and monitors expenses and revenues while determining necessary programs needing funding and support.

5 Assists and supports the interpretation and development of City ordinances related to the arts; partcipates in meetings and other forums as an advocate for the arts programs within the City of Dallas.

6 Collaborates and works closely with other arts Managers, arts and culture personnel, and external agencies to facilitate programs and initiates that highlight art, culture, and creativity.

7 Develops and implements strategic program plans; ensures the necessary staff are in place to provide exceptional arts services and knowledge.

8 Conducts seminars, training, and workshops to give technical and administrative assistance for programs and initiatives.

9 Creates an identity for arts and culture and oversees and participates in the public relations program.

10 Performs any and all other work as needed or assigned.

Knowledge and Skills

1 Knowledge of Federal, State, and Local laws and ordinances related to the arts.

2 Knowledge of national and local network of arts agencies, programs, grants, and associations.

3 Knowledge of arts programs management and strategic planning.

4 Knowledge of grant writing and grant program administration.

5 Knowledge of non-profit standards and regulations.

6 Ability to perform a broad range of supervisory and managerial tasks.

7 Ability to facilitate and manage various arts programs and initiatives.

8 Ability to work cooperatively with departments, agencies, individuals, and other arts personnel.

9 Ability to instruct and train individuals or groups.

10 Communicating effectively both verbally and in writing.

11 Establishing and maintaining effective working relationships.

MINIMUM QUALIFICATIONS:

EDUCATION: 

  • Bachelor's degree in Arts, Arts Management, Education, Public Administration, or Arts related field.                                                                                        

EXPERIENCE:

  • Four (4) years of experience overseeing art related initiatives or art related programs.

AND 

  • Three (3) years of supervisory/management responsibilities. (This experience may be included in the required experience listed above.)

EQUIVALENCY(IES): 

  • High school diploma or GED plus eight (8) years of the required experience including three (3) years of supervisory/management responsibilities will meet the education and experience requirements.

  • An associate degree in any field plus six (6) years of the required experience including three (3) years of supervisory/management responsibilities will meet the education and experience requirements.

  • A bachelor’s degree or higher in a non-specified field plus six (6) years of the required experience including three (3) years of supervisory/management responsibilities will meet the education and experience requirements.

  • A master’s degree or higher in a specified field plus two (2) years of the required experience including three (3) years of supervisory/management responsibilities will meet the education and experience requirements.

LICENSE(S) and/or CERTIFICATION(S):

  • A current valid driver's license and good driving record. 

OTHER REQUIREMENT(S):

  • Must be able to pass a TSA background.

  • Must be able to work a flexible work schedule if needed.



Salary Range

 

$66,747.20 - $83,428.80


 

The salary listed on this job posting is the starting salary range; amount offered will depend upon qualifications.
