Manager, Apprenticeship Program

Job Summary:

Leads daily Apprenticeship Program operations to achieve departmental goals, deliver high quality training that drives program success, and ensure full compliance with all program requirements and applicable regulations.

Job Description:

  • Serves as the primary liaison between LUMA leadership, training coordinators, and operational teams on apprenticeship-related matters and external stakeholders on apprenticeship-related matters.

  • Manages LUMA’s registered apprenticeship programs across multiple operational departments, providing program oversight, ensuring strategic alignment and governance, and conducting regular reviews of apprentice progress to identify challenges and support continuous program improvement.

  • Leads to continuous improvement of apprentice onboarding and training programs by managing curriculum development, coordinating training schedules in partnership with external training providers and technical institutions, and overseeing logistics and resource allocation to ensure efficient delivery and strong apprentice support.

  • Develops workforce forecasts by maintaining awareness of short- and long-term departmental plans, aligning apprenticeship pipelines with hiring strategies, and ensuring appropriate staffing levels to support operational demands, turnover, and achievement of departmental and organizational objectives. Develops and implements structured apprenticeship training, embedding safety into all program components and providing mentorship training for journey workers and supervisors to strengthen apprentice development.

  • Manages contracts that support the administration of the apprenticeship program, ensuring full compliance with contractual requirements and overseeing accurate administration, tracking, and effective utilization of funds.

  • Oversees all facility management activities at Palo Seco, including the administration and proper use of conference and training rooms, and maintaining and coordinating facility repairs, ensuring that cleanliness standards are met, resulting in a safe, well-maintained and efficiently supported work environment for all employees.

  • Manages relationships with external training providers, regulatory partners, and other third party stakeholders to ensure program quality, alignment with apprenticeship standards, and effective collaboration that supports the success of LUMA’s apprenticeship programs.

  • Provides quarterly reports to senior leadership on apprenticeship program progress, analyzing key performance indicators, identifies trends, and budget considerations to identify areas for improvement and drive increased efficiency and goal achievement.

  • Leverages strong interpersonal and problem-solving skills to resolve employee concerns and conflicts, fostering a positive, respectful, and collaborative work environment.

  • Develops and manages the Apprenticeship Program’s operational budget, ensuring cost effective training operations while tracking team expenses and payroll to maintain adherence to budget guidelines and support effective cost control.

  • Monitors and guides compliance with organizational standards and legal requirements to minimize risk and ensure operational integrity.

  • Participates in and ensures team participation in critical restoration tasks and drills following storms and/or emergencies to maintain service continuity and operational safety. 

  • Executes and delegates additional responsibilities based on team and business needs to ensure continuity and responsiveness in operational responsiveness.

Additional Job Description:

Education

  • Bachelor’s degree in business administration or industrial psychology

Experience

  • 5 years' experience in a similar functional role, with at least 3 years' in overseeing employees directly, leading teams, budgets and projects in a supervisor role.

  • Experience workforce planning and management.

  • Experience with data management & analytics.

  • Experience with learning and development methodologies.

  • Experience managing day-to-day operations, teams, defining work plans and achieving departmental objectives.

Additional experience may substitute for required education when it aligns with the competencies and knowledge necessary for the role:

  • Bachelor’s degree in other fields may substitute when accompanied by a minimum of 7 years of experience in workforce planning and management, data management, and learning and development methodologies with at least 5 years of experience as operation supervisor in the electrical utilities industry.

  • Master’s degree in a relevant field may substitute when accompanied by a minimum of 3 years’ experience in workforce planning and management, data management, and learning and development methodologies and at least 2 years of manager experience.

  • Valid Journeyman Power Lineworker Certificate or recognized equivalent may substitute when accompanied by a minimum of 5 years of hands-on experience working in a technical qualified position role, plus at least 3 years of experience working as Foreman.

Competencies (Skills)

  •  Strong knowledge of the electrical system and field operations

  • Expertise in training methodology, design, and delivery

  • Proven experience in contract management and administration

Licenses/Certifications

  • Valid Driver’s License
