The primary purpose of this position is: To serve as a civilian position in the Wing Commander's Support Staff (CSS). As such, the incumbent will administer and direct the Wing Commander's Support Staff functions to ensure smooth day-to-day operations.

Major Duties:

  • Plans, organizes, and oversees the full complement of activities within the Wing Commander's Support Staff (CSS). Manages personnel, unit training and administrative programs management as well as continuous improvement initiatives within the CSS. Plans, organizes and executes all Group information management and personnel activities; AND manages training programs for administration and personnel (3FXX1) in accordance with established command guidelines. Serves as the Wing point of contact and liaison with the servicing Force Support Squadron on personnel and manpower actions. Prepares and delivers presentations such as briefings, training sessions, and consultations with serviced Commander(s), other staff agencies and functional areas to secure cooperation, resolve controversial matter sand convey information. Participates in special studies and projects relating to planning, coordinating, and analyzing the effectiveness/efficiency of the Wing CSS in meeting Air Force Administration program goals; AND develops CSS consolidated resource plan for staff support to include budget, equipment, computers, supplies and required services.

Qualifications: In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes: (1) Expertise in military personnel policies, procedures, rules, guidelines, instructions, etc., to understand respective programs and discuss findings with functional managers; (2) Management principles within both the civilian and military personnel systems, and the ability to integrate the civilian and military personnel aspects in order to successfully accomplish the organization's mission; (3) Safety, security, personnel management, and EEO regulations, practices, and procedures; (4) Training goals and objectives to assist in the management and implementation of training goals for the CSS personnel. OR EDUCATION: Have a Master Degree or equivalent Graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of transcripts FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. In-depth knowledge of administrative and military personnel policies, procedures, Reserve mission, training methods and programs, rules, guidelines, and instructions. 2. In-depth knowledge of the automated systems, personal computers, hardware, and software. 3. Ability to analyze data/products, AND Ability to plan, organize and direct the functions and staff of an organization; communicate effectively with diverse groups of individuals, both orally and in writing. 4. Knowledge of analytical and investigative techniques to measure the effectiveness, efficiency, and productivity, AND Knowledge of management principles within both the civilian and military personnel systems, and the ability to integrate the civilian and military personnel aspects in order to successfully accomplish the organization's mission. 5. Knowledge of administrative processes and procedures, AND Knowledge of safety, security, personnel management, and EEO regulations, practices, and procedures. 6. Knowledge of training goals and objectives to assist in the management and implementation of training goals for the CSS personnel. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.
