Job Summary: The core mission of the U.S. Department of Education (ED) Office of Federal Student Aid (FSA) is to administer the federal financial aid programs under Title IV of the Higher Education Act of 1965. Each year, these programs provide billions of dollars in federal loans, grants, and work-study funds to students and their families for education beyond high school.

As a MANAGEMENT AND PROGRAM ANALYST, GS-0343-09, you will be responsible for: • Assisting with analyzing and evaluating departmental management practices, identifying operational challenges, proposing data-driven solutions including procedural improvements and technology adoption, and providing guidance on contract information management and stakeholder communications. • Preparing administrative reporting, evaluates internal operations for efficiency and cost savings, recommending organizational improvements, and assisting in supporting project cost and program economic analyses. • Supporting senior staff by evaluating managerial operations, assist with advising on data management and customer service solutions, preparing project reports, and recommending process improvements using statistical tools. • Assisting in identifying routine program issues, analyzing program performance using qualitative and quantitative methods, recommending improvements, preparing management reports, and contributing to all phases of project management. Qualifications: Minimum Qualification Requirements You may meet the minimum qualifications for the GS-09, if you possess the specialize experience, education, or a combination of the two. Specialized Experience for the GS-9 One year of experience in either federal or non-federal service that is equivalent to at least a GS-07 performing two (2) out of three (3) of the following duties or work assignments: 1. Experience in analyzing the effectiveness and efficiencies of a program or process and providing recommendations for improvement. 2. Experience in all aspects of project management including development, implementation of planning tools and controls, tracking, reporting, and communicating with stakeholders. 3. Experience in analyzing data and documents to identify issues and patterns that need to be addressed. Specialized Experience for the GS-11 One year of experience in either federal or non-federal service that is equivalent to at least a GS-09 performing two (2) out of three (3) of the following duties or work assignments: 1. Experience in assessing programs including identifying and implementing continuous process improvements to enhance operational effectiveness and efficiencies. 2. Experience in using qualitative and quantitative techniques to interpret data in supporting strategic plans, operational and organizational impacts, and evidence-based decision making. 3. Experience in all aspects of project management including scope evaluation, project timelines, identifying dependent tasks, monitoring, tracking, reporting, and stakeholder communication.
