Job Summary: This position is assigned to the Nonappropriated Fund Systems Branch (N6Q) supporting Fleet and Family Readiness (N9) in Commander, Navy Installations Command (CNIC); Millington, TN. Incumbent serves as a Headquarters Management and Program Analyst responsible for performing professional duties related to leading, documenting, and coordinating various projects. Focus is on the effective use of resources, people, fiscal, and technology, in the execution of the projects that support the mission.

Duties for this position include but are not limited to: Performs feasibility analysis, scopes projects, and works with the various project management teams to prioritize deliverables and confer on product functionalities. Develops detailed project plans to monitor and track progress. Develops detailed project plans to analyze and translate departments' business requirements into system deployments and/or business process changes. Combines project management expertise to coordinate internal and external resources in order to execute complex systems projects related to multiple business functions including human resources, procurement, payroll, point-of-sale, and finance. Creates project template documents that can be utilized as standard project artifacts. Defines and documents technical and business requirements for finance, human resources, and information technology functions and processes. Consults with functional unit management and personnel to identify, define, and document business needs and objectives, current operational procedures, problems, input and output requirements, and levels of systems access. Tracks and supports documentation changes for functional and business specifications. Assists in the preparation of proposals to develop new systems and/or operational changes. Facilitates and/or develops flow charts and business process descriptions related to business processes. Supports development of cost comparison/benefit studies of current or projected programs and prepares lifecycle cost analysis of projects. Manages changes to the project scope, project schedule, and project costs using appropriate verification techniques. Prepares study goals, objectives, and milestones; makes adjustments as required; and analyses and considers interrelated issues of effectiveness, efficiency, and productivity. Performs Contracting Officer Representative (COR) actions managing active contracts, validates invoices for services and goods, tracks and forecast spend to budget and prepares Statement of Work documents for contract proposals. Performs Credit Card Holder functions, procurement of goods and services in accordance with directives and local standard operating procedures.

A qualified candidate possesses the following: At least 4 years of specialized experience that demonstrates the knowledge of project management and its application to business processes in an organization. Knowledge of theories, concepts, and practices in administering Navy CNIC N9 programs and the skill and ability to apply this knowledge to very broad assignments. Knowledge of and skill in interpreting various governing regulations and laws pertaining to project/work assignments. Skill in managing complex systems enhancement or implementation project(s) which requires individual to have awareness of technical solutions. Skill in supporting the design and development of management studies resulting in solutions to especially broad, important, and severe management problems. Skill in using a project tracking software. Ability to demonstrate a familiarity knowledge with information technology and its application to business processes in an organization. Ability to analyze existing business processes in order to refine and improve efficiencies and reduce expenditures.
