Major Duties:
Qualifications: In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE GS-11: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes working knowledge of adult learning theory, educational technology, psychology of learning, and/or education psychology including application of learning theories as it relates to systematic design, development, and validation of instructional programs to include ability to plan and organize studies or projects and to negotiate effectively with management to accept and implement recommendations. OR EDUCATION: Successfully completed a Ph.D or equivalent graduate degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. NOTE: You must submit copies of your college transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: I have a combination of specialized experience and education. A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. SPECIALIZED EXPERIENCE GS-12: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized includes advanced knowledge of industry-standard or military instructional design practices which includes application of principles and techniques used to design competency-based training programs, develop design strategy and models, and apply design methods to develop or improve instructional effectiveness, anticipate changes and new developments in technology and relevant educational fields, develop appropriate advance plans, and develop and introduce new or revised program objectives, systems, and concepts. SPECIALIZED EXPERIENCE GS-13: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes advanced knowledge of professional instructional systems design principles, techniques, practices, and procedures as they pertain to sustainment, modification, logistics, and training system production management principles, concepts, and policies; and of standard acquisition regulations, practices, and procedures to develop proposals and advise the technical service school's commanding officer and staff to include professional knowledge of the techniques and methodologies for evaluating the effectiveness of instructional programs to design evaluation means to measure the effectiveness of program concepts and techniques and determine if revisions are needed. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of professional adult learning theory and cognition, and performance improvement concepts, principles, practices, standards, methods, techniques, materials, and equipment to effectively apply advanced education theories, principles, and concepts to project design, development, execution, and advisory services. 2. Knowledge of service testing and evaluation sufficient to apply relevant theories and applications to issues, and the ability to provide technical advice and direction in support of training systems and associated support equipment. 3. Knowledge of professional instructional systems design principles, techniques, practices, and procedures as they pertain to sustainment, modification, logistics, and training system production management principles, concepts, and policies and of standard acquisition regulations, practices, and procedures. 4. Skill to apply current evaluation methodology and/or devise professional evaluation criteria, parameters, characteristics, and interrelationships for design approaches, and to assess the impact of new technology on current training systems and processes and measure the effectiveness of program techniques. 5. Ability to gather, assemble, and analyze facts, draw conclusions, conduct analysis, devise recommended solutions, and package the entire process in briefings, papers, or reports suitable for top management use and decision-making. 6. Ability to communicate clearly, concisely, and with technical accuracy, both orally and in writing, as well as work in a professional manner with peers, management, contractors, academia, industry, and other agencies. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
