Job Summary

Clark County Public Health’s Senior Management Analyst conducts unbiased research and analyses on population health impacts of policies, laws, codes, funding, business planning, and forecasting efforts affecting the community. The Senior Management analyst provides information to the Clark County Board of Health (BOH) and all established Public Health Advisory Councils/Boards. The incumbent provides expert level research, analysis, and communication on policies impacting public health and strategic financial issues that have significant impact on local and state public health services and health outcomes.

KEY OR TYPICAL TASKS AND RESPONSIBILITIES
• Develop and maintain collaborative, effective and productive working relationships with internal and external partners including working with community members, businesses, local, regional, state, and Federal governments and organizations.

• Work with multi-disciplinary and cross-sector public health teams.

• Collect, analyze and organize high-quality, objective research and scientific evidence demonstrating the impact of national, state, local, organizational, and program policies on population-level health outcomes.

• Provide health impact data and information to department leadership, Clark County Board of Health, and all established Public Health Advisory Council/Boards to support the development and management of new and existing policy and advocacy initiatives designed to protect, promote, and improve the health and wellbeing of Clark County community members.

This is a full-time non-represented exempt position.

This position has the option of a remote/hybrid work schedule possibility. However, the candidate selected must reside in OR or WA. No Exceptions.

Qualifications

Education and Experience:

Bachelor’s degree from an accredited college or university with major coursework in public health, epidemiology, public health law, or related field, and substantial and responsible experience in public health policy analysis, recommendation and/or development, preferably including public sector experience at the local government level.

A related master’s degree will substitute for two years of experience. Master’s degree in public health preferred.

Any combination of relevant experience and training that would provide the required knowledge and abilities is qualifying.

Incumbent must be a resident of Oregon or Washington to finalize and complete processes to onboard as an employee of Clark County.

Ability to:

  • Examine public health’s role in transforming the systems and structures that can undermine the health and well-being of all people.
  • Conduct literature reviews and analyze data to conduct systematic health impact assessments on current and proposed policies.
  • Gather and analyze quantitative and qualitative information to support public health policy recommendations.
  • Assess quality of available quantitative and qualitative research studies.
  • Demonstrate use of good judgment and consult with subject matter experts as needed.
  • Summarize research findings, including interpreting data and writing technical reports
  • Prepare strategic health economic analyses to evaluate potential benefits and harms of policies and programs.
  • Prepare clear, concise, and effective correspondence and reports.
  • Prepare and make oral presentations to both technical and non-technical audiences.
  • Analyze and evaluate policies, procedures, public information, local and state lawmaking processes and other information.
  • Describe the impact of policy on public health and health and racial equity.
  • Work with partners and policy makers to recommend policies that are evidence-based (or are innovative and/or promising and include evaluation plans) that address public health issues.
  • Conduct independent research and develop health impact analyses.
  • Project consequences of proposed actions and formulate recommendations.
  • Analyze problems and identify alternative solutions
  • Provide support (e.g., information sharing and technical assistance) to policy leads working in local organizations and, upon request, participate in policy initiatives including those that include multiple organizations.
  • Work effectively with others to achieve team, department, and countywide goals.
  • Establish and maintain cooperative working relationships with those contacted in the course of work including other employees, public and private officials, community groups, and the public.
  • Utilize various personal computer (PC) applications at an advanced level.
  • Interpret and explain policies, procedures, laws, and regulations.
  • Effectively work with persons from diverse backgrounds including age, race, color, religion, national or ethnic origin, socioeconomic status, physical characteristics, sex, sexual orientation, gender identity, gender expression, marital status, veteran status, health status, genetic predisposition, political belief or mental or physical ability.
  • Other Special Requirements: Is prepared to serve in a position under emergency incident command structure.

WORK ENVIRONMENT

Work is typically performed in hybrid capacity, including community, home, and office-based settings with variations in temperature and noise levels.  Work environments also include some field work and travel to meetings, training/seminars, and various public events (including evening meetings) and reliable transportation is required.

Environments include the volume and temperament of people encountered in the course of work. Essential tasks involve reading and reviewing written documents and the use of personal computer software applications; oral communications both in person, via webcam, and via telephone. Most positions involve a high activity level and pace, competing time demands, and may involve interaction with dissatisfied or angry residents. Light lifting and stamina are standard elements, which can be accommodated if necessary. Essential tasks typically include typing/keyboard skills, phone, and computer usage, reading, speaking, and listening.

Examples of Duties

Duties may include but are not limited to the following:

Gathers and analyzes quantitative and qualitative information to support organizational planning and resolution of issues.

Prepares complex reports and recommendations.

Advises and assists senior executives and managers.

Plans oversees, and carries out projects including direction and coordination of assigned staff.

Devise and implement innovations and refinements in the budget process to meet agreed upon goals; create and apply a variety of computer applications to facilitate the budget process; establish budget timetable, write instructions, design forms.

Work with the County Administrator, Finance Director, or other department director and division managers to identify goals and objectives for the budget process and other major projects.

Provide technical direction and assistance to department and division managers in the preparation of budget submissions.

Work with department management to gain an understanding of operations, practices and needs in order to evaluate budget proposals and resolve problems; review all proposed budget amendments for consistency of policy and procedures.

Analyze the financial and efficiency impacts of budget proposals and program plans; prepare revenue forecasts.

Perform related duties as assigned.

Retirement Information

All Clark County employees must participate in a WASHINGTON STATE RETIREMENT SYSTEM PLAN (PERS, PSERS or LEOFF).Employee contributions begin the first day of work. Current contribution rates vary by plan but could range from 5% to 15% of gross pay, depending on the plan choice.
