The primary purpose of this position is to conduct comprehensive manpower and organizational analyses of a wide diversity of organizations, functions, and work processes and provide management consultant services to improve mission effectiveness, resource efficiency, and resource savings.

Major Duties:

  • Provides systematic application of management analysis concepts, techniques, methodology, and other professional skills required for developing and validating command organizational concepts and procedures. Provides systematic application of advanced management analysis concepts, where required, in the areas of program cost analysis, annual and multi-year fiscal planning, development of annual and multi-year fiscal planning (e.g., Defense Planning Guidance (DPG), Planning, Programming, Budgeting System (PPBS) cycle, etc.), development of annual work plan(s), and/or commercial activity for organization(s) whose operations are interrelated and fairly stable. Conducts, advises, evaluates and promotes DoD, Air Force, and Manpower programs as assigned, e.g. Competitive Sourcing, Re engineering and Performance Management, Wartime/Contingency Management, Foreign Military Sales, MPES/UMD Management, Productivity Programs, and recognition programs. Carries out all Command-level manpower analyst responsibilities related to the assigned project/program. Prepares required correspondence and documentation, e.g., letters, reports, staff studies, background papers, implementation plans, and Programming Plans (PPlans). Prepares and provides oral presentations such as briefings, training sessions, consultations, and conferences.

Qualifications: Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-02, equivalent to the next lower grade GS-11 or equivalent in other pay systems. Specialized experience is experience in implementing advanced management analysis concepts including cost analysis and developing annual work plans, manpower standards and requirements, and providing support services in the areas of program analysis, planning, program, and budgeting systems. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge and skill in the application of DoD, Joint, and AF management engineering principles, concepts, and methodologies and appropriate financial management and manpower directives, concepts, procedures, guidance and policy. Knowledge and skill in applying analytical and evaluative techniques to the identification, consideration and resolution of issues or problems concerning efficiency and effectiveness of program operations to devise organizational structuring options for complex, diverse organizations. Knowledge of the organization, programs, missions, functions, and manpower resource management principles and techniques of Air Force organizations. Skill in conducting interviews with supervisors and employees to obtain information about organizational missions, functions and work procedures. Ability to communicate effectively, both orally and in writing, to gain cooperation from others through tact, courtesy and diplomacy. Ability to access or locate information through the use of a personal computer and software programs. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.
