Job Summary: This position serves as the Maintenance Mechanic Supervisor for the Utilities Maintenance Shop in the Maintenance and Repair (M&R) Section of Facility Service at the Manchester VAMC. The incumbent is a working supervisor under the general supervision of the M&R Operations Supervisor. This position is full time 40 hours per week.

Major Duties:

  • The Maintenance Mechanic Supervisor serves as the supervisor for the Utilities Maintenance Shop in the Maintenance and Repair (M&R) Section of Facility Service at the Manchester VAMC. The incumbent is a working supervisor under the general supervision of the M&R Operations Supervisor. The Maintenance Mechanic Supervisor is responsible for planning, coordinating, directing, supervising and assisting with the work operations of the Utilities Maintenance Shop which is composed of 5 employees and 2 independent shops: Plumbing and HVAC. These shops are composed of (3) Maintenance Mechanics, (1) Pipe Fitter, and (1) Air Conditioning Mechanic. The incumbent has overall responsibility of, but not limited to the following utility systems; HVAC Systems, Potable Water System, Steam Distribution System, Sanitary Sewer System, Compressed Air Systems, and Medical Gas/Vacuum Systems. Incumbent may be required to work off-hour shifts, including weekends, holidays, evenings, or nights. Major duties and responsibilities are listed below but are not limited to: Oversees highly skilled utility positions requiring hands on repair talent and high aptitude, ability to read electrical or mechanical drawings, and apply theory of operations to problems with the system as well as formulating solutions as a product of conditions, resources, and requirements intersect. Takes initiative to make improvements to the infrastructure, perform preventive maintenance, and make repairs. Possesses extensive knowledge and experience in the program areas supervised, i.e. plumbing, pipefitting, refrigeration, air conditioning, welding, steam, and automated environmental management systems. Must be able to determine material and equipment requirements, and work sequences, as well, be knowledgeable in long and short-range planning and interpretation of drawings and specifications. Must possess a broad knowledge of Medical Center operations and administrative policies and procedures. Must have effective communication and writing skills and be able to interact professionally with Medical Center staff, contractors, vendors, and patients. Must also be skillful and discreet when working with subordinates, particularly in matters involving grievances, disciplinary actions, and performance evaluations. Directly responsible for all personnel, union issues, and administrative matters involving the Utility Maintenance Shop. Provides required inspections, documentation, follow-up actions, and training. Establishes, writes, and maintains procedures to ensure effective compliance with the requirements of The Joint Commission, OSHA, VACO, VISN, and the Medical Center. Responsible for supervising a complex group of diverse journeyman tradesmen in the performance of their duties. Must be able to carry out a variety of tasks related to installing, modifying, troubleshooting, and repairing new and existing utility systems. Maintains, repairs, and installs plumbing systems, including but not limited to high- and low-pressure piping, sanitary sewer systems, steam heat and steam generation systems, circulating, vacuum, and condensate pumps, expansion tanks, radiators, lavatories, commodes, and water heaters. Ensures that work orders are completed within a reasonable timeframe based on assigned priority. All work orders must accurately reflect all materials used and the time required for completion. Conducts regular inspections of utility systems in accordance with VA criteria and initiates work orders for repairs as necessary. Conducts annual and mid-year performance appraisals in accordance with OPM and Medical Center policies. Initiates personnel actions related to awards or disciplinary measures as required. Prior to any appraisal, informs the employee of any performance deficiencies and provides adequate time for corrective action. Works under the general supervision of the M&R Operations Supervisor and receives assignments both orally and in writing. Supervision is general in nature, and the incumbent independently carries out routine assignments with direct responsibility for completing work through the economical and efficient use of personnel, equipment, and materials.
