Maintenance Mechanic General Supervisor (Day Supervisor)

Job Summary: This is a temporary position that is a dayshift position, 4:00am - 2:30pm, Monday - Thursday. Hours may change due to operational need. This position is located in the Architect of the Capitol, Director, Construction Management Division, Construction Execution Branch. The incumbent is responsible for planning, coordinating, scheduling, and directing the proper and efficient construction efforts for Construction Execution Branch projects.
Major Duties:
- The Construction Execution Branch consists of construction trades that construct, renovate, or upgrade buildings, rooms, or utilities. There are dayshift operations and nightshift operations. The incumbent will be responsible for all trade work for both the dayshift and nightshift projects. The incumbent will have six direct trade supervisor reports to oversee the dayshift operations (Electrical, Carpenter, Stonemason, Sheetmetal, and Cement Finishers/Laborers). The incumbent will also have a WS-15 direct report that oversees all of the nightshift trades (Plumbers, Painters, Hazmat, and nightshift Electricians and Carpenters). Supervisory and Leadership Responsibilities (70%) Provides leadership and performance expectations for subordinates. Assigns duties and evaluates performance. Manages the organization unit's annual budget, workload and overtime requirements. Develops performance and training requirements and ensures a mutual understanding of the performance standards. Articulates and communicates to management and subordinates the assignment, project, problem to be solved, actionable events, milestones, and/or program issues under review and deadlines and timeframes for completion. Identifies, distributes, and balances workload and tasks among employees in accordance with established workflow, skill level, and/or occupational specialization. Supports and explains management programs to subordinates. Recommends disciplinary actions, promotions, reassignments, awards and other personnel actions. Monitors and reports on the status and progress of work, checking on work in progress and reviewing completed work to see that the supervisor's instructions on work priorities, methods, deadlines, and quality have been met. Prepares reports and maintains records of work accomplishments and administrative information, as required, and coordinates the preparation, presentation, and communication of work-related information to the supervisor. Identifies work related problems, such as excessive costs or low productivity and determines causes and implements corrective actions to resolve. Recommends solutions to staffing problems, engineering requirements, and work operations. Responsible for using a thorough knowledge of compliance with applicable AOC and OSHA occupational safety rules and regulations to ensure that work progresses in a safe manner and to initiate or take corrective action on unsafe conditions in managed areas. Initiates and approves requisitions for supplies, equipment, materials, and tools necessary for the functioning of the branch and ensures that they are properly used and stored. Demonstrates skill in developing and delivering oral and written presentations as well as preparing recommendations on management issues in a concise a convincing language. Project Responsibilities (30%) Plans, schedules, and coordinates the work. Assigns work to subordinate supervisors, explaining priorities and the overall objectives to be accomplished. Coordinates with the Construction Management Branch (CMB), the Construction Execution Branch (CEB) and collaborates with the jurisdictions in planning deadlines. Checks that subordinate supervisors inspect employee work for technical errors and instructs supervisors in correct work methods to prevent mistakes. Arranges work schedules for trades and crafts staff to make the best use of available resources. Changes work schedules when necessary to improve the efficiency of the operation. Oversees that project material is purchased. Oversees the requisition of tools. Reviews and analyzes production costs and personnel utilization for the most effective operations. Studies operational problems and takes or recommends necessary corrective actions. Develops quality and quantity standards. Recommends to the CMB and CEB the use of outside contractors to accomplish specific aspects of a job or an entire work project. Recommends changes, additions, or deletion to contracts. Keeps the CMB and CEB Leadership appraised of progress of work. When it is determined that work schedules are not going to be met, works to determine what other efforts would be needed to meet deadlines, and if an alternative work schedule will not provide timely completion, provides the CEB with the pertinent reasons.
Qualifications: You must meet all eligibility and qualification requirements by the closing date of the job announcement. You must meet the following SCREEN-OUT(S) required for this position: Ability to supervise the trades, crafts, and labor functions of construction, renovation, installation projects and maintenance and repair projects. WS-15: Must possess relevant experience and analytical skills to perform on the job, as well as the functional and technical skills required of the role, to include: - Knowledge of the facilities management, building systems, construction, and contracting practices used in conducting business process analyses. - Communicating orally and in writing with people of diverse backgrounds and experience is critically important. - Evaluating and recommending ways to improve the effectiveness and efficiency of operations; and - Analyzing organizational and operational problems, building cohesive coalitions both within interna and external clients, and improve morale through leadership.
