Job Summary: This position is part of the Office of Legislative & Intergorernmental Operations within the Office of Congressional and Intergovernmental Affairs, Department of Energy. As a Legislative Affairs Specialist, you will be responsible for developing and recommending legislative strategies in connection with the Department's policy and program initiatives.

Major Duties:

  • As a GS-14, Legislative Affairs Specialist, you will: Acts as a primary contact and liaison between the Department and Members of Congress, their staff, and congressional committees on a wide range of departmental issues and concerns. Develops and recommends legislative strategies to advance the Department's policy and program initiatives, working closely with senior officials and Congressional staff. Analyzes legislative proposals and activities from Congress and other agencies to determine their impact on Departmental programs and objectives. Researches and provides timely, responsive information and analysis to Departmental officials on legislative and general energy issues, including those with political or public interest. Prepares and coordinates official responses to congressional inquiries, testimony, and other legislative requests, ensuring accuracy and alignment with Departmental positions. Advises Departmental officials on congressional interests, attitudes, and trends to help resolve complex and sensitive legislative/budget matters.

Qualifications: SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-13 in the Federal service. Specialized experience for this position is defined as meeting 2 of the 3 of the following: Serving as a legislative or governmental affairs representative for an organization, which includes regularly advising senior leadership on legislative or policy matters and their potential impact on the organization's programs and interests. Building and maintaining relationships with key stakeholders, such as legislative staff, committee members, executive branch officials, or corporate government relations counterparts, to advocate for an organization's position and resolve complex issues. Coordinating and managing official responses to inquiries from legislative or regulatory bodies, ensuring accuracy, timeliness, and alignment with organizational policy. "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Limit your resume to no more than two (2) pages.
