A day in the life:

  • Guide the DMV administrative review program by preparing and issuing administrative reviews requested by customers to ensure that license revocation, suspension and cancellation orders are correctly based on convictions, court orders or other lawful administrative actions.

  • Review late hearing requests or reconsideration requests and evaluate whether they meet appropriate guidelines to move forward.

  • Track lawsuits, prepare DMV responses to tort claims, advise leadership, and recommend policy/procedure changes to mitigate legal and operational risk.

  • Review draft and final orders from hearings case management unit (HCMU) for compliance with federal law, Oregon statutes (ORS) and administrative rules (OAR).

  • Prepare complete appeal case files for administrative reviews and hearings.

  • Meet deadlines with strict statutory timelines.

  • Communicate with Oregon and US Courts, attorneys, and customers as needed, including those who may be in a heightened state.

  • Handle personal and sensitive legal information while maintaining confidentiality and providing excellent customer service.

  • Work in a standard office-based, professional setting with extensive legal reading/writing and sustained computer use (orders, notices, case tracking, research). Hybrid work optional with remote work up to 2 days per week!

Minimum qualifications:

Any combination of experience and education equivalent to five years of experience that typically supports the knowledge and skills for the classification;

OR

A bachelor's degree in business or public administration, behavioral or social sciences, finance, political science or any degree demonstrating the capacity for the knowledge and skills; and two years professional-level evaluative, analytical and planning work.

  • A law degree or paralegal experience preferred.

  • Demonstrated experience with legal analysis and writing, such as interpreting statutes and rules and drafting orders and notices.

  • Practical knowledge of contested case procedures, due process, and notice requirements.

  • Proven ability to conduct an investigation, evaluate a case file, identify legal or reputational risk, and write a review of findings.
